Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto's subway system, to get people where they need to go, better, faster and easier. Our Organizational Development & Learning (OD&L) team partners with clients across the organization to design and deliver leadership and learning programs, develop talent strategies, and enhance employee experiences that support our future-focused workforce. We are looking for a passionate, driven, experienced Senior Consultant, OD&L professional to join us and share their expertise, support and guidance as we work as a team to support the business. Through design and delivery of talent development programs and supports as well as partnering with our colleagues across the organization we are continuously striving to improve the employee experience.

What will I be doing?
  • Review, enhance, and deliver leadership and deep learning programs that build critical capabilities, drive behavioral change, and support both individual and organizational growth.
  • Partner with business units to assess performance needs and deliver innovative learning solutions aligned with strategic priorities and regulatory requirements.
  • Partner with HR and business leaders to review and refine Metrolinx's leadership competencies, ensuring they reflect the skills, behaviors, and values required for future success.
  • Contribute to the design and implementation of leadership and learning strategies, supporting succession planning, leadership pipeline growth, and organizational effectiveness.
  • Provide subject-matter expertise and support in the development of an enterprise Talent Strategy, with a focus on learning, leadership, engagement, retention, and career development.
  • Develop and execute integrated talent development strategies across the employee lifecycle, focusing on engagement, retention, and growth of top talent.
  • Collaborate with HR colleagues to integrate leadership and talent initiatives into broader people strategies, ensuring alignment across the employee experience.
  • Facilitate workshops, group coaching, and discussions that promote continuous learning and leadership growth.
  • Create and deploy scalable learning resources and supports that meet diverse learner needs and foster a culture of continuous development.
  • Apply coaching and consulting expertise and models of organizational development, change management, Lean, and adult learning to improve performance and drive continuous improvement.
  • Manage end-to-end program delivery and evaluation, using data-driven insights to measure impact, recommend enhancements, and track progress against leadership and learning outcomes
What Skills and Qualifications Do I Need?
  • Demonstrated experience/training in Human Resources, including working knowledge in a unionized environment.
  • Completion of a University Degree in Human Resources, Organizational Development or related field, or a combination of education, training and experience deemed equivalent.
  • Canadian Human Resources Professional (CHRP) designation is an asset.
  • Demonstrated experience supporting or delivering leadership development initiatives in large or complex organizations.
  • Strong knowledge of leadership competencies, frameworks, and assessment methods.
  • Familiarity with talent management strategies such as succession planning, leadership pipeline development, and employee engagement.
  • Experience applying adult learning principles and instructional design methodologies (e.g., ADDIE) to corporate learning initiatives.
  • Excellent coaching, facilitation, presentation, and communication skills to engage diverse audiences-including senior leaders.
  • Strong project management, planning, program evaluation, and report-writing skills.
  • Demonstrated strategic and systems thinking to connect leadership development and talent initiatives to organizational goals.
  • Proven ability to build trusted relationships through collaboration and client centricity.
  • Strong political acuity with the ability to navigate complex organizational dynamics.
  • Effective strategic communications skills, including the ability to develop communication strategies that drive awareness and uptake of programs and services.
  • Data-driven mindset with the ability to analyze learning and talent metrics, measure outcomes, and recommend evidence-based improvements.
  • Demonstrated ability to leverage best practice research and thought leadership in leadership development and organizational learning.
  • Procurement and vendor management skills, including the ability to manage and sustain relationships with external partners through the full life cycle of contracts-from negotiation to delivery and renewal.
  • Understanding of and demonstrated experience in administering a Learning Management System.
