Reporting to the Executive Director, the Housing Manager is responsible for overseeing the day-to-day operations of our Community Housing, Seniors Self Contained, Affordable and Rent Support programs. This role involves providing leadership and direction to ensure housing services are delivered effectively, meeting the needs of a diverse population while complying with relevant legislation. In addition, the Manager will be responsible for all consolidated reporting to the government regarding these programs and the Lodge Program. Finally, be responsible for the general administration of all housing programs.
QUALIFICATIONS:
University degree in social sciences or related field
Certified Practitioner Designation (CPM) or related designation or a Real Property Administration designation
Experience in the property management or social housing industries would be considered an asset.
Minimum of 3 years of management experience
Working knowledge in legislative environments, including knowledge of the Residential Tenancies Act, Alberta Housing Act, Access to Information Act, Protection of Privacy Act
Emergency First Aid
Mandatory successful criminal record check
Yardi proficiency is desired
Excellent computer use of MS Office
Commissioner of Oaths
ATIA Training
Valid Class 5 driver's license
Appropriate equivalencies may be considered
DUTIES & RESPONSIBLITIES:
Management and delivery of the Social and Affordable Housing Portfolios
Responsible for reporting to GOA for all housing programs
Responsible for decisions pertaining to interpretation of legislation, regulation, strategic and operational programs within BCL housing delivery programs.
Management of Housing support staff including Tenant Support Workers to ensure a direct housing link for diverse clientele.
Management and direction of Housing staff which includes hiring, supervising and performance management and training of staff.
Completion of the monthly rent collection system
Review and recommend housing policies for the Self Contained, Community Housing, Rent Supplement and the Affordable programs. Collaboratively work with other departments on appropriate policies.
Ability to refer residents to community-based support & health services if required.
Provide executive leadership for BCL and community partnerships with multiple stakeholders including eviction prevention and tenant support services to improve tenant housing stability.
Provide a creative approach to team building and sustaining high-performance teams and contribute to creating a culture that drives excellence and continuous improvement.
Ensuring strict adherence to all OHS Policies as set out by BCL and Provincial regulations
Participate in and support all Annual Audits, Operational Review and related Inspections.
Develop, monitor and control approved budgets for the Housing department in partnership with the Finance Department.
Function as a key member of the Leadership Team.
Represent BCL on community and provincial bodies under the approval of the Executive Director.
