Job ID: 49094Job Category: Community & Social ServicesDivision & Section: Toronto Shelter & Support Services, Refugee ResponseWork Location: Metro Hall, 55 John Street, Toronto On M5V 3C6Job Type & Duration: Full-time, Temporary (12 months) VacancySalary: $112,280 to $149,247Shift Information: Monday to Friday, 35 hours per weekAffiliation: Non-UnionNumber of Positions Open: 1Posting Period: 19-AUG-2024 to 03-SEP-2024Reporting to the Manager, Refugee Response Unit, the Housing Consultant will be responsible for the effective/efficient administration of a portfolio of programs and projects related to a homelessness service delivery system for refugees and refugee claimants; ensuring the legal, financial and policy interests of the City are protected.Major Responsibilities:

  • Leads the delivery of various funded programs and initiatives and manages/monitors, evaluates, and provides direction to service providers under contract ensuring appropriate high quality service delivery is received in accordance with Council approved policies/legislation.
  • Oversees a team of professionals responsible for working with community-based organizations to develop, implement and manage programs and services and administer housing and homelessness system funding.
  • Ensures program delivery is in compliance with relevant legislative requirements and frameworks such as the Housing Services Act, 2011, Rent Geared-to Income (RGI) Service Agreements, Provincial and Federal funding requirements, City guidelines/other contractual obligations.
  • Supervises, motivates and trains assigned staff/projects, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Oversees and monitors the legislated or contract requirements of service providers and ensures compliance by developing/implementing program risk management strategies, operational templates, processes, and tools to conduct audits and other performance assessments to reduce financial/political risk to the City.
  • Ensures financial accountability through analysis and approval of business plans, operational budgets, capital funding requests and review of audited financial statements and makes recommendations/implements appropriate remedial action for service providers that are not in compliance with legislation and/or contractual agreements or Council directions.
  • Makes recommendations on service providers who are not meeting legislative or contractual funding requirements, including developing remedial and transition plans as needed.
  • Provides advice/direction to service providers in areas of program, program administration, financial administration, governance and property management.
  • Improves program delivery and accountability by reporting on program progress and effectiveness.
  • Liaises with auditors, engineers, internal and external legal representatives, and property management companies on specific contracted service issues.
  • Represents the City on Federal, Provincial, Municipal and community-based committees and working groups and reviews and evaluates new funding agreements with Provincial and Federal government for programs.
  • Participates in inter-governmental initiatives, projects and plans.
  • Collaborates on new and innovative approaches to the development and administration of housing and/or housing benefit options with division staff, and sector organizations.
  • Develops Requests for Proposals (RFP), Requests for Expression of Interest (REOI) and Request for Quotation (RFQ) for a wide range of service requirements, including receivership.
  • Develops options for policies, management practices, performance and quality measures and recommends changes to support management functions and improve efficiency and effectiveness of service delivery.
  • Supports the building of capacity within the newcomer, housing, and homelessness sectors.
Key Qualifications: * Post-secondary education in a discipline pertinent to the job function or an approved equivalent combination of education and experience.
  • Considerable experience in the administration and delivery of programs, housing benefits, grants to non-profits or similar programs that require working within a legislative (or similar) accountability framework, ensuring compliance requirements are met.
  • Considerable project management experience with a demonstrated ability to handle complex multi-faceted project responsibilities, provide recommendations, execute and meet established targets within defined deadlines.
  • Experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders.
  • Experience managing, coordinating, and motivating staff, conducting performance appraisals, and managing labour relations matters.
  • Experience working with and interpreting financial statements and financial data.
  • Excellent analytical and conceptual skills to develop business processes, systems and tools to ensure policy compliance and to support effective program delivery.
  • Decision making, conflict resolution and problem-solving skills, demonstrating innovation with a results-oriented approach.
  • Demonstrated effective oral, presentation and written communication skills.
  • Strong interpersonal and conflict resolution skills to deal with sensitive issues with diplomacy and tact.
  • Knowledge of research protocols and social policy analysis/development.
  • Knowledge of issues related to refugee populations will be considered an asset.
