For more information about North Atlantic, please visit www.northatlantic.ca Position Overview The Health, Safety and Environment (HSE) Manager is responsible for developing, maintaining, and overseeing a comprehensive HSE program with a goal of minimizing and eliminating accidents, injuries and incidents, ensuring the health, safety, and environmental protection of North Atlantic\xe2\x80\x99s various business divisions. The HSE Manager is the leader in creating a safe-conscious workplace culture. Under the direction of the President, the HSE Manager ensures employees understand and adhere to safety policies and procedures. The HSE Manager must have a strong understanding and knowledge of provincial and federal health, safety and environmental legislation and standards. This position will lead workplace incident investigations and recommend preventive measures to create a best-in-class safety culture. The HSE Manager will also be responsible to oversee the development, implementation, and management of Safety Programming for each division/department within the company. Roles and Responsibilities:

  • Lead the HSE Department to ensure the HSE Program is effective and meets a high organizational standard.
  • Provide mentoring and direction to managers, supervisors and team members in safety and incident prevention activities.
  • Lead the development, implementation, and maintenance of the Corporate Occupational Health, Safety, and Environmental Program.
  • Establish working relationships with all business leaders to implement a foundational safety culture that enables teams to perform at the highest levels, delivering a work environment with best-in-class safety results.
  • Ensure HSE roles and responsibilities are clearly defined, understood, and acted upon by managers, supervisors, Joint Occupational Health and Safety Committee members and all team members.
  • Plan and implement safety policies and procedures in compliance with local, provincial, and federal rules and regulations including Occupational Health & Safety Administration and Department of Transportation
  • Conduct, facilitate and coordinate training sessions for management, supervisors, team members, Joint OHS Committee members and new hires on HSE practices, legislation, and industry changes.
  • Develop and maintain emergency response plans for various scenarios, ensuring employees are prepared to handle emergencies effectively and minimize risks.
  • Conduct safety audits to ensure safety measures are being met, including routine site visits to ensure equipment, contractors, third parties and facilities are compliant.
  • Oversee motor vehicle accident investigation and freight claims processing.
  • Analyze incident reports, metrics and injury case studies to institute changes that lead to a safer environment.
  • Plan and implement training for employees in work site safety practices.
  • Conduct post-accident investigations and prepare reports identifying possible accident causes and hazards for use by company personnel and senior management.
  • Establish protocols for reporting and documenting safety incidents, accidents, and near misses.
  • Coordinate and deliver safety orientations and training to ensure employees understand safety protocols and emergency response procedures.
  • Produce reports and statistical information, analyze trends and present findings and/or recommendations to internal and external stakeholders.
  • Address and mitigate near miss, accident, and environmental incidents to analyze, identify, and communicate trends and frequency details.
  • Ensure that consultants, contractors, sub-contractors, and other members of the team observe HSE guidelines, report violations of procedures and assist with the management of subcontractors ensuring they are meeting required HSE standards.
  • Oversee work related injury claims administration and management.
  • Other duties as required.
Qualifications:
  • Minimum 10 years of progressive experience in OHS roles within heavy industry or transportation.
  • Formal HSE Education is required. Ideally a technical or science degree coupled with a Safety Diploma and/or CRSP designation is required.
  • Working knowledge of safety legislation for the Atlantic provinces (NL, NS, NB & PEI).
  • Understanding of or experience in transportation industries is an asset.
  • Strong communication and leadership skills to engage and support employees.
  • Considerable tact and discretion are required when dealing with team members, managers, and external enforcement authorities.
  • Proven experience in technical writing, process, and procedure development.
  • Excellent problem-solving skills and ability to identify other alternatives.
  • Ability to multi-task when urgent accidents or incidents occur.
  • Proficiency in Microsoft Office applications.
  • Proficient in Microsoft Office Suite.
  • Must maintain a valid Class 5 driver\'s license and the ability to travel
  • Working knowledge of ISO 45001:2018 standard would be an asset.
