Major Responsibilities:

Reports to the Manager Quality Assurance TPH, the Health Information Analyst provides statistical/analytical expertise including knowledge related to the collection, management, analysis, interpretation and reporting of data.
  • Retrieves, organizes, analyzes, interprets and reports data using appropriate methods to support timely analysis and reporting for operational planning and organizational performance management initiatives, in consultation with manager and other stakeholders.
  • Designs new health information systems/databases and coordinates the maintenance of existing ones, including extracting data, deriving new variables, and combining data from multiple databases to create relevant datasets for analysis.
  • Develops documentation and procedures for databases and health information systems.
  • Adheres to Divisional and other statistical standards for data analysis, mapping and reporting, and complies with the conditions set out in all data licences.
  • Writes and executes computer programs for analysis of data by using statistical software packages (e.g. SAS &/or SPSS &/or Stata, R, ArcGIS programs, etc.).
  • Develops, uses and archives standard syntax files for routine analyses.
  • Prepares and disseminates health status information in various forms including reports, charts, graphs, maps and community health profiles based on analysis of existing or generated data for internal and external users.
  • Applies proven analytical approaches to identify errors or limitations in data, and implements processes to ensure accuracy and improve data quality.
  • Orients staff to available databases and the use of population health information in programme development, monitoring and evaluation.
  • Responds to enquiries regarding health status data and related information systems. This includes defining data needs and selecting methods and procedures for data collection and data analysis.
  • Liaises with City divisions and external agencies to obtain and/or share health-related data.
  • Provides in-service training to divisional staff in health status information, demographics and related computer programmes.
  • Assist with data collection projects (e.g. epidemiological studies) and development of survey instruments/tools for population health surveillance and public health service planning/delivery/evaluation. Scope of practice includes recommending coding formats, questionnaire design, and data entry/storage guidelines.
  • Provides support and consultation to divisional programs and services.
  • Represents the division on internal and external committees dealing with data and health status information.
Key Qualifications:

Your application must describe your qualifications as they relate to: * University degree in Computer Science, Health Sciences, Statistics or approved equivalent combination of education and related experience.
  • Considerable experience using statistical software to conduct analyses of large health datasets with proficiency in at least one of SAS, SPSS, R or Stata.
  • Experience working with standard Ontario population health data (e.g. IntelliHealth, BORN Ontario, CCHS, Census, etc.) and/or health systems/databases (e.g HCD-ISCIS, TCHIS, CCM).
  • Experience using data visualization tools (e.g., Tableau)
  • Considerable experience working with Data Warehouse, DataMart, Big Data (e.g. SAP, OBIEE, Salesforce, Cognos)
You must also have:
  • Knowledge of foundational statistical methods.
  • Familiarity with current public health issues, epidemiological concepts, trend analysis and forecasting techniques.
  • Considerable skills in the management, analysis and interpretation of data.
  • Proficient in Word, Excel, PowerPoint and other software packages relevant to the analysis and presentation of population health.
  • Ability to communicate effectively, to prepare written reports, and to display statistical data in appropriate and understandable formats.
  • Ability to work effectively with staff at all organizational levels.
  • Excellent organizational skills with the ability to meet changing priorities.
  • Ability to work in a high pressure environment, take initiative and respond to competing priorities.
  • Ability to work flexible hours (i.e. occasional evenings and weekends) when necessary.
  • Strong customer service, communication and consulting skills.
  • Experience using geospatial software (i.e. ArcGis, MapInfo) is considered a strong asset.
