Position Summary:

The Head of Engineering Project Management provides leadership, guidance and oversight to all external and internal Engineering Project Managers to ensure consistent application, governance and maintenance of project management program procedures, ETS standards and specifications on projects (both OPEX and CAPEX).

This position is expected to coach and develop an internal team to ensure site strategy is met through successful implementation of projects on time, on budget, safely and in a GMP compliant manner. The Incumbent will have direct internal and external reports who lead, interface and coordinate with all other members of a project team. The incumbent will also be a member on dedicated project Steering Committees to endorse project strategic modifications. They will work cross-functionally with site departments to prioritize projects and develop strategic site initiatives/plans. They will lead continuous improvement initiatives to project processes to improve performance and reduce costs.

This role will also be accountable for Toronto site ETS resource management. Their team will track projects\xe2\x80\x99 demand expressed by each Project Leader and the function / platform shared resources performing the activities. Their team\xe2\x80\x99s role includes pro-active resource gap identification and building scenarios to alleviate the gap and optimize resource use across site.

Key Responsibilities:

Accountable to lead and guide the project management team (direct and N-2) to execute all Engineering project activities on site, inclusive of site strategic and C&M projects, manufacturing assistance and compliance projects. Global Tier 1 projects are excluded from scope. May also manage external resources as required.

Strong collaboration with other departments: Process Engineering, Commissioning & Qualification, Automation Management systems, Facilities & Utilities, Maintenance, Validation, HSE, Operations and support functions to achieve deliverables.

Ensuring consistent practice across the site for project management and compliance with financial regulations, Global Project Management Handbook, and industry best practices.

Facilitate the involvement of stakeholders on critical issues identified through risk analysis and general project management practices, resulting in documentation/ planning/resolution of critical issues and risks.

Challenge to drive value added work and highlight and propose optimum ways of working and mitigating nonvalue added work for Project team

Lead department continuous improvement initiatives.

Accountable to drive and deliver on project timelines and budget utilizing risk based methodology and ruthless prioritization.

Represent all site Engineering capital projects as needed in various executive/management committees.

Represent Engineering as member of project committees outside Engineering project scope.

Support Toronto site during regulatory inspections and internal audits.

Support Toronto site quality commitments including CAPAs, CCRs and Audit responses with an ongoing commitment to conducting our global business according to the highest legal and ethical standards, and to continually pursue excellence in the development and delivery of all of our products and services.

Support Toronto project lessons learned and share with Global network.

Provide ETS RMO oversight and supply resource planning information to RMO for Engineering Project department to ensure projects are resourced and skilled to execute on-site priorities.

Provide input to the procurement and contracting strategy for contract packages under selected contractors, and external vendors.

Provide strategic input and guidance for project management in development of prioritization, resources, and site plans for next 5 years.

Team development, including cross-functional training initiatives and routine performance reviews.

HSE Requirement/Statement

Participates in various technical HSE assessments during the project as required; every reasonable precaution is taken to ensure the health and safety of staff and contractors.

Ensures that protective equipment and clothing required is used by staff and contractors.

Advises staff and/or contractors of any potential or actual health, safety and or environmental hazard of which they are aware.

Works within the policies, procedures and regulations as required by the Company and under the Occupational Health and Safety Act.

Key Requirements:

University degree such as Bachelor of Science, Bachelor of Engineering or Business studies.

PMP certified an asset.

PMI Agile certification or equivalent an asset.

8+ years of leadership experience and ability to manage a large team

Experience with the delivery of large projects within a bio-pharma environment.

Demonstrated success working across organizations in a highly cross-functional team environment.

Strong knowledge of Project Management processes, project cost estimation and forecasting, GMP, FAT, SAT, C&Q and risk-based approach.

Demonstrated success leading and coaching technical teams to achieve desired technical results.

Demonstrated experience in Agile / Lean project management an asset.

Ability to develop business cases, change orders, project risk assessment (Monte Carlo), financial calculations (NPV, ROI, etc).

Demonstrated leadership experience.

Critical thinking is a must.

Excellent communication skills (written and verbal) to support interactions with senior leadership and inspectors.

Strong interpersonal skills with demonstrated stakeholder management, conflict resolution in group dynamic.

Strong organizational skills and ability to deal with conflicting priorities.

Must be able to establish strong working relationships with stakeholders (Quality, Operations, Maintenance, HSE) to ensure high quality deliverables meeting CGMP and site quality requirements.

Strong interpersonal skills (with demonstrated stakeholder management, conflict management / resolution in group dynamic).

Advanced skills of Excel and MS Office applications and efficient use of company tools such as SAP with the ability to adapt to new tools.
