Are you a passionate government engagement professional with a proven track record of success? Do you love working with people and developing mutual beneficial relationship? Do you have experience with Canadian politics, international development and humanitarian programming, policy, trends and organizations, and understand how they relate to Canada's international development priorities and funding - especially around child rights in development, humanitarian and fragile contexts? Do you thrive on navigating Ottawa's departmental and political decision-making process? Do you get energized by working collaboratively on long-term government engagement processes? Can you build consensus between organizations and individuals who have diverging interests and capacities?

We are seeking an Ottawa-based government engagement lead, to better outcomes for the world's most vulnerable children and their communities. The purpose of the Lead, Government Engagement is to provide overall leadership to ensure World Vision Canada's (WVC) continued reputation with the Government of Canada as a go-to partner, program deliverer and thought leader, with excellent access to Canadian government representatives (at any level). The Lead is a subject matter expert in Government Relations across WVC and works with and supports multiple World Vision Canada teams who engage with government departments, particularly Global Affairs Canada, to ensure that our government engagement is professional, timely, and consistent in its approach and messaging. All duties and responsibilities will be undertaken through a gender equality lens.

Duties and Responsibilities:

Proactively drive effective and strategic Canadian government engagement and positioning across WVC, to continuously improve WVC's reputation as a go-to partner and thought leader, with excellent access to Canadian government representatives, especially at Global Affairs Canada (at any level) (40%).

  • Lead in driving top level thematic focus and positioning priorities and build synergies across relevant WVC teams within an overall strategy for Government Engagement.
  • Lead in identifying and creating major revenue acquisition opportunities.
Significantly up WVC's game in Government relationship building (40%).
  • Drive a relationship mapping and prioritization strategy with key government stakeholders.
  • Drive WVC Senior leader relationship building (especially the WVC president) with government stakeholders.
  • Develop effective personal relationships with relevant GAC ADMs, DGs, Directors, and GAC liaison staff.
  • Be second in line on political relationships with the Lead, Policy Influence.
  • Drive capacity of, and strategy for, WVC program managers and select WV field office capacity to effectively engage with Canadian local missions.
Provide strategic, timely and expert tactical government engagement advice (20%).
  • Set standards for and provide advice on tactical approaches to government engagement, to ensure the needs of internal and external stakeholders will be met, and to provide consistency across various teams engaging with government.
  • Provide capacity building and training on government engagement tactics and approaches.
Qualifications required:
  • University degree (Masters degree preferred) in international development, political science, public administration, or related field; and/or,
  • 10 or more years of government relations experience in Canadian federal political context or civil service.
  • Minimum 3-5 years of experience with international development programs.
  • Knowledge of the Canadian federal political system and of Parliamentary procedures and processes.
  • Excellent understanding of international and Canadian development and foreign policy, and how they impact the well-being of children in developing country contexts.
  • Demonstrated commitment to gender equality in the context of policy change/ government relations.
  • Proven experience in developing and implementing strategies for positioning an NGO with the Canadian government.
  • Preferred: Experience in World Vision Canada decision making processes and structures and knowledge of the WV partnership and ability to leverage relationships, facilitate and negotiate.

  • Excellent and winsome communication and public presentation skills, both oral and written, for internal and external audiences.
  • Ability to effectively brief and support senior executives.
  • Demonstrated ability to work collaboratively with others in a multi-disciplinary approach through policy coalitions and public engagement/public relations partners.
  • Ability to work constructively with global colleagues.
  • Demonstrable project management and reporting skills, to ensure that time sensitive projects are strategically executed and completed by articulated deadlines.
  • Flexible, self-starter, sense of humor, team player, able to work without supervision.
  • Able to work to deadlines and prioritize work effectively.
  • Ability to thrive in a cross-cultural and Christian faith-based environment
  • Commitment to World Vision's Vision, Mission and Values and ability to express those.
  • Excellent Microsoft Office skills, including teams.
  • Comfortable working virtually.
  • Bilingual French/English a very strong preference.
Work Conditions:
  • Location: Virtual home-based position, based in or near Ottawa to facilitate face-to-face meetings with government stakeholders
  • Some attendance at evening / weekend events may be required.
  • Ideally, not be restricted from lobbying the federal government
