Duties and Responsibilities:
Coordinates accurate and reliable engineering records and data for Design & Construction, Asset Management, Public Works, Finance and Oxford County's sanitary sewer and water distribution systems. This includes hard copies, electronic copies, databases, GIS servers, applications, and all other related spatial data.
Analyzes, designs, develops, implements, maintains and evaluates all GIS related desktop, mobile, web based applications and databases. This includes coordinating GIS hardware and software platforms, integrating with related applications and the administration of ESRI ArcServer software.
Designs and maintains an internal web mapping application for City and County staff to view and search for engineering records and access condition assessments. Provides ongoing support to staff using the application and implements requests for changes or access to additional information.
Provides quarterly GIS coverage areas data to ON1CALL for the City's three underground infrastructure assets. Provides call support to the City's locator and field staff. Ensures that the internal and external mapping applications stay on-line, troubleshooting any issues immediately.
Hosts and designs data on the City's server, Oxford County's server and external agencies for 3rd party applications such as Korweb for the ON1Call locating requirements. Determines the MMS road classification for the City's road network based on current traffic counts and road speed to feed into external applications used by Public Works for inspection, such as Burnside for Road Patrol and MESH for sidewalks and signs.
Prepares maps and web applications for maintenance, design and decision-making processes and general information used by engineering, other departments, and the public, including but not limited to boundary adjustments, disaster response, bus routes, garbage and recycling, snow plow routes, and development potential maps.
Collaborates with the Manager of Asset Management to ensure asset management practices and regulations are being incorporated. Reviews current infrastructure condition and advises recommendations for capital projects. Coordinates data with the Finance Department for the Asset Management System.
Performs effective expenditure control over large programs or projects including but not limited to the annual sewer condition assessment and flushing program. Manages the acquisition and maintenance of Global Positioning Systems (GPS) equipment, GPS related software, and aerial photography and contours.
Performs field surveys and data collection for the Engineering and Public Works Departments.
Searches for plans, maps, documents and other department records in response to requests for information by department staff, other City departments, the public and outside agencies. Diligence required to determine the relevance and accuracy of information.
Maintains a good working relationship with City departments, outside agencies, the public and the Oxford County GIS Department. Initiates and maintains data coordination and partnerships with other City departments and external agencies. Acquires data from outside agencies, as well as manages and delivers all GIS data requested from the City.
Maintains knowledge of changing government regulations, condition assessment methods and analysis, engineering design and construction, data formatting for 3rd party software applications, trends and updates to the ESRI platform and TCA data requirements.
Periodically supervises others hired to assist with data collection and data entry to the Department's GIS system. May be required to train Engineering, Public Works and Parks staff with Global Positioning System (GPS) data collection.
Manages the City's ArcGIS Organization Account, assigning GIS software licenses, assigning user IDs, allocating credits and monitoring credit usage for all the City's rotational GIS staff up to six members at one time.
Collaborates with IT staff to ensure proper care and functionality of GIS related resources. Manages related software licensing agreements and ensures security of corporate data.
Works independently as part of the Engineering team.
Performs other duties as assigned.
Qualifications:

EssentialTechnical Diploma in the field of GIS from a recognized community college or equivalent and a minimum three (3) years related experience in a municipal engineering environment.
Formal municipal asset management training and knowledge is required.
Must have excellent computer skills with products such as Microsoft Office and high proficiency with data bases and GIS software such as ESRI ArcGIS products including ArcGIS Desktop and extensions, ArcServer and ArcSDE for SQL Server Express and ArcGIS Online.
Must have some proficiency with other computer software such as AutoDesk or equivalent software products. Be familiar with SQL, Visual Basic (VB) and Python programming languages.
Ability to model, analyze, interpret and present municipal infrastructure data and publish various maps and reports as requested. Ability to interpret engineering and building drawings, field notes, other database files for extracting data.
Must be familiar with GPS equipment and related software.
Excellent written and verbal communication skills. Effective project planning and problem solving skills. Understands data integrity.
Ability to work with minimal supervision and meet deadlines.
Valid Class G driver's license.
PreferredBachelor's degree in related field such as geography or engineering would be an asset.
Working Conditions:

Municipal office conditions, subject to interruptions to respond to staff and public inquiries, occasional outside in all weather conditions. Observes regular hours and overtime as required.
This position works 35 hours per week
on-site at 944 James Street, Woodstock, Ontario.
