About Us

Elections Nova Scotia is an independent, non-partisan agency that is responsible for the administration of the Elections Act. Its mandate is to conduct provincial general elections and by-elections; ensure compliance with provincial electoral law including the political financing regime; establish and maintain election-related information including the Nova Scotia Register of Electors and electoral geography and spatial distribution of electorate base. Elections Nova Scotia is also mandated to provide support to the independent electoral boundaries commission charged with reviewing the boundaries of provincial electoral districts.

About Our Opportunity

This GIS Analyst/Programmer opportunity gives you the chance to be part of the Elections Nova Scotia (ENS) team at the exciting time of modernizing the electoral process. At ENS, employees multi-task to ensure the continuing renewal of the electoral process, and you as a GIS Analyst/Programmer will play a pivotal role in this effort. Using your knowledge of up-to-date ESRI GIS software, GIS development environment and cartography, you will maintain Nova Scotia's geospatial electoral database, conduct customized analysis, implement quality control procedures, prepare cartographic products and develop GIS-related tools for spatial analysis of electoral geography and GIS data collection.

Primary Accountabilities

You will collaborate with the IT/GIS team members at Elections Nova Scotia in the maintenance and monitoring of Elections Nova Scotia GIS & IT corporate datasets and be responsible for multiple projects at any given time requiring the ability to multi-task and work independently and as part of a team in a dynamic, fast-paced environment, where you will:

  • Employ your knowledge and experience of GIS principals, mapping and cartography to perform GIS analysis in support of electoral administration.
  • Perform GIS datasets edits and data maintenance and implement quality assurance activities.
  • Develop and produce cartographic products.
  • Apply your experience and knowledge of Python and JavaScript among other programming languages to maintain current GIS application systems and develop new GIS related tools.
  • Provide IT technical support to staff and election officers when requested.
Qualifications and Experience

You have a bachelor's degree in a relevant Geomatics field plus five (5) years of related experience; or graduation from an approved technical school in the field of Geomatics plus eight (8) years of related experience; or equivalent combination of training and experience may be acceptable.

You have:
  • Demonstrated knowledge of geographic and spatial concepts
  • Hands-on experience using ESRI's ArcServer, ArcGIS desktop software, and ArcGIS Online.
  • Experience using Python in GIS applications and tools.
  • Experience in ModelBuilder to develop automated processes.
  • Experience in cartography.
You are a person who can creatively use modern spatial concepts to enhance data analysis and visually present information using mapping and GIS tools. You like to continuously learn and acquire new skills. You are a team player willing to help in any situation that may arise especially during an election and are flexible and adaptable to changing business priorities. You are a dependable person and can efficiently and collaboratively work under stressful and time sensitive deadlines and have excellent interpersonal skills and ability to interact effectively with staff, and peers in other departments and at all levels of management.

Having the following will be considered as assets:
  • Knowledge of Nova Scotia civic addresses and road network geographic features.
  • In addition to Python, experience in other programming languages such as ASP.NET, C# or JavaScript.
  • Experience with ArcGIS WPF SDK.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Salary Range: $2,469.30 - $3,001.65 Bi-Weekly
