Job Summary

Under the supervision of the Senior Project Management Engineer in charge, this position provides direction and supervision of a variety of functions and activities related to the design, implementation, administration and maintenance of SL&P's geographic information system (GIS).
Duties & Responsibilities
• Develops, evaluates and recommends standards and procedures for the collection and distribution of data for SLP's GIS, including spatial and attribute data.
• Develops, evaluates and recommends standards and procedures for the design, implementation and on-going maintenance of the GIS and future software and/or model migration.
• Develops and maintains the online representation of GIS information for non-GIS personnel, webmaps and/or field data acquisition applications.
• Coordinates and develops GIS interfaces to third-party stakeholder applications (SCADA, CYME, AMI, SAP, etc).
• Develops, evaluates and recommends standards and procedures for the revision of the GIS databases, managing files and maintaining backup systems.
• Defines spatial and attribute data for use in the GIS system.
• Acts as the liaison with Corporate GIS to ensure coordination of SL&P's GIS with enterprise GIS.
• Maintains a current knowledge of relevant hardware and software developments; evaluates and recommends hardware and software, as they relate to GIS applications.
• Prepares data required for engineering and consultant studies as required.
• Supplies GIS Data for citizen street light outage portal.
• Prepares various reports, as required.
• Prepares proposals and recommendations for management action, as required.
• Install and setup of GIS software, and associated software modules, as required.
• Supervises, trains and develops staff.
• Trains and assists SL&P staff to use GIS software and applications.
• Performs other related duties as assigned.
Qualifications
Education, Training and Experience Requirements:
• Graduation from a recognized, post-secondary GIS program, along with course supplementation in drafting and programming.

OR

Graduation from a recognized, two-year, post-secondary drafting technology program with AutoCAD and programming courses, in addition to additional course supplementation on the GIS area.
• Successful completion of recognized AutoCAD courses. Successful completion of courses in FME, Geocortex, SQL and other programming software and font creation is considered an asset.
• Seven to nine years' experience in an electric utility or municipal engineering operation, including five years' experience in the design, development and implementation of GIS applications.
• ArcFM training and five years' experience in the design, development and implementation of electric utility ArcFM applications.

Completion of City of Saskatoon Supervisor 101 course within 12 months of commencement of employment in position.


Knowledge, Abilities and Skills:
• Thorough knowledge of GIS concepts and related database and programming software.
• Thorough knowledge of electrical utility data and standards for items in GIS model.
• Thorough knowledge of technical terminology, practices, techniques, equipment and software used to prepare and maintain drawings for an electric utility.
• Thorough knowledge of GIS web/mobile application development and deployment.
• Thorough knowledge of AutoCAD, ArcGIS, ArcFM and SQLServer applications.
• Familiarity of ArcGIS Utility Network is considered an asset.
• Demonstrated ability to interpret maps, plans, survey notes and other work-related data.
• Demonstrated ability to communicate effectively, orally and in writing, including preparing and conducting presentations.
• Demonstrated interpersonal skills and the ability to relate well with all levels of the organization and external contacts.
• Demonstrated ability to plan, direct and coordinate assigned staff.


Weekly Hours: 37.33
Salary Range: $83,182.56 to $92,631.60 CAD per annum (2023 rates)
