The Waste Services GIS (Geographic Information Systems) team supports data creation, maintenance, documentation, and geospatial analysis for the Branch. Reporting to the Supervisor, Waste GIS, the GIS Analyst applies GIS expertise to support the Waste Services Branch's day-to-day operations, as well as data-driven continuous improvement and innovation.

What will you be doing?
• Leverage your proficiency in GIS operations to enable efficient residential waste collections, driving increased efficiency and customer service, through the development and deployment of route design
• Manage GIS data including geospatial database management and automated workflows
• Develop and deploy mobile and desktop applications designed to streamline operational workflow
• Propose and implement spatial data collection methodologies, data processing, and map production
• Develop data capture methodologies to support performance monitoring (KPIs) for GIS Mapping Programs. Utilize geospatial data expertise to propose continuous improvement opportunities based on performance reporting
• Develop and implement automated workflows for GIS data processing using FME, leveraging expertise in spatial analysis and data manipulation to replace existing manual processes
• Utilize GIS data expertise to realize opportunities to automate manual processes
• Create and maintain mobile and internet-based map interfaces and FME (Feature Manipulation Engine) workflows for use by internal stakeholders, such as collection options analysis
• Provide day-to-day support for collection mapping and plotting, such as missed collections analysis (so operations know which homes have been missed/overlooked), and/or generating applications to support time-sensitive automatic data collection requests
• Manage, organize, and update cartographic maps for collection schedules and routes promptly
• Plan, manage, and support the Branch migration from ArcGIS online to the City of Edmonton's GIS portal
• Apply GIS analytics to support improvements to internal and operational processes, including a variety of short- and long-term projects led by various areas across the Branch
• Develop workflow processes to automate GIS-related activities
• Support route optimizations through route and collection schedule analysis
• Develops interactive mapping applications and operational dashboards
• Provide technical and spatial support for waste services projects on workplace modernization, such as electronic work order, routing, mobile data collection, and analytics
Qualifications :• Diploma in Geography, Computer Science, Information Systems, Statistics, Mathematics, Engineering, Business or related. University Degree is preferred
• A minimum of five (5) years' relevant working experience is required including, but not limited to as a GIS Technician/Analyst or equivalent while performing GIS data management, maintenance, spatial analysis, and mapping, quality control, and workflow automation
• Experience where GIS was not the primary function, but still maintains the core experience requirements of the role, i.e. non-spatial analysis, experience with related software, etc., will be considered on a proportionally reduced basis
• A minimum of four (4) years experience directly related to GIS and Geomatics, including spatial data analysis, mapping, and geospatial technology solution would be considered an asset
• Certification in advanced GIS, ESRI and/or FME certification
Assets :
• A degree (or higher or equivalent) in GIS or a related discipline
• Experience as a GIS technologist for waste collection and/or a municipal environment
Skills Required for Success:
• Advanced knowledge and familiarity of geospatial information science/technology sub-disciplines including data analysis, programming for the development of custom GIS software and (mobile) applications, data standards, cartographic product development, data/map organization and data warehouses
• Sound technical knowledge of GIS and its applications including ESRI-based products, Enterprise 11.3, ArcGIS Pro 3.3.
• Strong knowledge of Experience Builder with the ability to customize using Experience Builder Developer Edition
• Expert knowledge of ETL methodologies and best practices, including familiarity with FME software and other programming languages (Python, Arcade)
• Expert knowledge of data processing and management including experience with SQL, PL/SQL and maintenance of enterprise-level data systems such as Oracle, APEX, and SQL Server
• Excellent project and process management skills, including the ability to manage multiple projects/processes concurrently and proactively
• Highly developed problem-solving, critical thinking and decision-making skills , ability to adapt to new software and changing technologies
• Strong ability to reconcile business and technical conflicts and issues; strong ability to effectively prioritize and execute tasks
• Excellent verbal and written communication skills, including presentation skills and developing reports
• Significant ability and skill in establishing and maintaining relationships, leading/facilitating meetings of multiple stakeholders

Work Environment:
• Note : This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
• The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
