Job Summary
Under the supervision of the GIS Analyst II, this position performs a variety of functions and activities related to the design, implementation, administration and maintenance of the department's geographic information system (GIS).
Duties & Responsibilities

• Assists in the development, evaluation, and recommendation of standards and procedures for the collection and distribution of data for the department's geographic information system (GIS), including spatial and attribute data.
• Assist in the development, evaluation and recommendation of standards and procedures for the design, implementation and on-going maintenance of the GIS.
• Assists in the development, evaluation, and recommendation of standards and procedures for the revision of the GIS databases, managing files and maintaining backup systems.
• Collects, enters, maintains and manages spatial and attribute data, including system back-up procedures.
• Responds to enquiries and provides information from the spatial database to staff
• Trains and assists staff to use GIS software and applications.
• Maintains a current knowledge of hardware and software developments.
• Prepares various reports, as required.
• Assists with the evaluation and installation of hardware and software, as they relate to GIS applications.
• Perform other related duties as assigned.

Qualifications
Education, Training and Experience Requirements

• Graduation from a two-year post-secondary GIS program, along with course supplementation in drafting and programming or graduation from a two-year, post-secondary drafting technology program with AutoCAD and programming courses, in addition to additional course supplementation on the GIS area.
• Eligible for certification as a Professional Technologist (P. Tech.) by Technology Professionals Saskatchewan.
• Successful completion of recognized AutoCAD and ArcGIS courses. Successful completion of courses in ESRI GIS software, ArcFM, FME and SQL software would be an asset.
• Five years' experience in an electric utility or municipal engineering operation, including two years' experience in the design, development and implementation of GIS applications.
• Must be able to pass a computer-based proficiency exam using GIS tools.

Knowledge, Abilities and Skills

• Thorough knowledge of GIS concepts and related database and programming software.
• Knowledge of technical terminology, practices, techniques, equipment and software used to prepare and maintain drawings for an electric utility.
• Ability to interpret maps, plans, survey notes and other work-related data.
• Ability to work as part of a team or individually with minimal supervision.
• Ability to express ideas and concepts effectively orally and in writing.
• Ability to establish and maintain effective working relationships.
• Ability to train staff.
• Skill in the use and maintenance of AutoCAD, ArcGIS, FME, ArcFM and SQLServer applications.

Weekly Hours: 37.33
Salary Range: $74,385.60 to $82,792.80 CAD per annum (2023 rates)
