Overview:
The General Manager of Vancouver Asphalt, Paving, Construction, Civil & Infrastructure has direct accountability for the safety, financial and operational performance of the Greater Vancouver asphalt plants, paving, construction and civil divisions and infrastructure group. The GM plays an important role in working with other product line General Managers to ensure an aligned market strategy is realized. The General Manager drives successful execution on all budgets, cost savings, performance plans and Key Performance Indicator (KPI\xe2\x80\x99s) targets. Ensures safe and healthy working conditions in operations under his/her responsibility. Directly contributes to synergies between cement, concrete, aggregates and segment based activities. Responsibilities:
Health and Safety

  • Demonstrates a commitment to communicating, improving and adhering to safety policies in all work environment areas. Promotes a positive safety culture through leadership by example.
  • Ensures safe and healthy working conditions in sites under his/her responsibility
  • Implements an effective health and safety action plan including training, communication, audits, aligned with the HSMS developed by the Country organization & the Group.
  • Ensure strict compliance with all health and safety rules and country regulations

Financial Management
  • Promotes a culture of performance. Effectively develops goals and objectives to implement actions, track performance and continuously look for opportunities for improvement
  • Actively participates in setting annual Budget in line with Group objectives and country realities with a sufficient level of detail to drive execution and tracking.
  • Conducts monthly financial review with team of the P & L and Balance sheet. Communicates and builds actions accordingly. Ensures accuracy in monthly, quarterly and annual financial forecasts
  • Identifies and supports area specific CAPEX files; administrates and tracks CAPEX granted.

Vision & Strategy
  • Ensure market strategies are developed, executed and monitored to maximize market opportunities.
  • Builds market connections to ensure Lafarge participation in large scale infrastructure projects
  • Plays an integral role in assessing the feasibility of and executing on large scale and complex project delivery methods.
  • Works with all business units to drive customer retention and attraction, while being mindful of Market Protection
  • Ensure principles of Sales Force Effectiveness are followed and proactively built upon.
  • Ensures Country marketing is aligned and leveraged within the area.

Operations Management
  • Interacts with direct managers to develop best practices, processes and to ensure all activities are optimized and costs are best in class.
  • Effectively use Lafarge resources and programs to drive operational excellence.

Environment, Land & Community Relations
  • Establishes the environment as a priority. Ensures all local and provincial and federal regulations are met or exceeded by following Lafarge best practices and conditions of site permits.
  • In line with the Group and country corporate social responsibility (CSR) objectives leads construction and paving related community relations activities including: open houses, stakeholder relations, and issue management

People Management
  • \xe2\x80\x98Walks the floor.\xe2\x80\x99 Takes the time to be present in all locations of the operations, and to be open to all levels of the organization, to communication and concerns.
  • Ensure the right persons are in the right position. Hires and dismisses staff in co-ordination with HR, as required.
  • Follows and promotes the Lafarge HR business cycle (O & HR Review, Annual performance review, Annual Objective setting, Individual Development Plans, Career & Succession Plan.)
  • Participates in the building of the career and succession plan for the key positions and employees in the paving, asphalt and construction activities
Dimensions
  • Direct Reports: 4 Salaried Managers
  • Indirect Reports: 160 Unionized and Non-union employees
  • 3 Asphalt Plants, Paving Crews, Grading, Concrete and Construction Activities, Infrastructure Project Management

Specific Accountabilities
  • Performance of business against Lafarge business metrics
  • Income Statements & Balance Sheets for GVA Construction
  • Annual Budget including key targets on EBITDA, SWC, Extra Mile, Excellence
  • GVA Strategic Framework
  • O & HR business cycle for GVA business unit
Qualifications:
Education
  • Degree in Business, Engineering or related field experience with preference given to MBA

Experience and Skill Set
  • Minimum of 10 years of senior management experience
  • Proven team leadership
  • Excellent problem solving and analytical skills
  • Strong communication, negotiation and change management skills
  • Good knowledge of the transportation or construction industry and working in unionized environment
  • Ability to foster and grow a strong safety culture
