Winnipeg is a city of approximately 750,000 people located on the Red River, 112 kilometers north of the U.S. border. Being near the centre of Canada, it is a major transportation hub. The city\'s population is diverse and has the largest urban Indigenous population in Canada. English is the most common language spoken in Winnipeg, while also being home to a large francophone population. Tagalog, German, Mandarin or Cantonese, Ukrainian and Punjabi are other top languages spoken. Winnipeg temperatures can range from 40\xc2\xb0C (104\xc2\xb0F) in summer to -40\xc2\xb0C (-42\xc2\xb0F) in winter, with average summer temperatures around 25.4\xc2\xb0C (77.7\xc2\xb0F) and average winter temperatures around -12.9\xc2\xb0C (8.8\xc2\xb0F).

Qualifications

Essential:

Undergraduate degree in international development, agronomy or related field.

Minimum 5 years of experience in international development focusing on food security including food assistance, agriculture or other livelihood interventions.

Familiarity with planning, monitoring and evaluation tools, results-based management and external donor project management.

Demonstrated skills in planning and administration, with the ability to work independently and take initiative and responsibility with minimal supervision.

Personable manner and strong in-personal, written and oral communications skills.

Strong administrative and organizational skills with attention to detail and accuracy.

Proficiency in Microsoft 365 applications, particularly Microsoft Teams, Word, Excel, and Outlook.

Efficient, dependable and persistent in following through on tasks.

Flexible working style that is able to adapt and prioritize attention to multiple tasks and competing demands.

Demonstrated ability to work well under pressure and with deadlines.

Willingness to travel domestically and internationally, up to 60 days per year.

Preferred:

Master\'s degree

Proficiency in additional languages, particularly French and Spanish.

Project management experience with funding from Global Affairs Canada or Canadian Foodgrains Bank.

Experience working with NGO Online program software.

Contact/Relationships: This position requires extensive contact with MCC area directors, MCC representatives, program staff and other PLDR coordinators in project management and sharing food security and planning, monitoring, and evaluation (PME) best practices. It requires significant contact with representatives of Canadian Foodgrains Bank (CFGB) in project management. The position requires networking with communications, marketing, development and donor relations staff as requested. The position participates in MCC and CFGB working groups and requires networking with peer agencies.

Supervision: This position has no supervisory responsibilities.

Complexity/Competencies: The position requires strong technical knowledge in the food security and livelihoods sector as well as strong project management skills. The position is responsible for supporting MCC country programs in project planning for food security and livelihood projects. A strong understanding of Canadian Foodgrains Bank funding requirements is necessary.

Independent Action: The position requires leadership and independence in managing MCC and CFGB funded projects. They must be a self-starter and leader in initiating and maintaining contact with MCC area directors, representatives, and other MCC country office staff. The position reviews and recommends projects for approval by the PLDR director and area directors as well as CFGB.

Initiative and Ingenuity: The position requires creativity and adaptability in project management including with external funders. They must both motivate and support MCC country offices in project development, implementation, and evaluation while at the same time providing constructive feedback on areas of improvement. The position provides coaching and training for MCC staff in the food security and livelihood sector.

Communication/Interpersonal Skills: The position requires strong verbal and written communication skills. They frequently engage in communication with MCC staff in international program to ensure compliance with MCC and CFGB policy and best practices. The position provides feedback on project proposals and reports that must be done in a constructive manner. The position also requires strong regular communication with project officers at CFGB.

Mental/Physical/Visual Demand: The position requires concentration, focus and time management, particularly during key periods when MCC project development takes place. The person is required to regularly work at their computer and travel including travel to remote project areas.

End Result: Effective resourcing of all MCC program related to food security and sustainable livelihoods through support for planning, monitoring, evaluation, and the promotion of key lessons in the sector.

Job Synopsis The food security and livelihoods coordinator is a member of the planning, learning, and disaster response (PLDR) department and supervised for the PLDR program manager. They are responsible to resource and support program staff with technical knowledge on planning, monitoring and evaluation and best practices in the food security and livelihood (FSL) sector, particularly related to climate change adaptation. The position manages projects funded by MCC\'s account at Canadian Foodgrains Bank (CFGB) and MCC project funds, including review of project proposals, reports as well as support with relevant assessments, monitoring and evaluation.

This is a term position until the end of March 2026

Challenges

Key Responsibilities Major Responsibilities:

Manage projects funded by MCC account at Canadian Foodgrains Bank (50%)

Provide technical support and manage MCC-funded food security and livelihood projects (40%)

MCC and inter-agency working groups, internal resourcing and training (10%)

Duties:

Ensure that the Gospel of Jesus Christ is exemplified in the performance of all job responsibilities and through personal example.

Participate in regular staff meetings, spending time in devotions and prayer with all in attendance in local MCC setting.

Model nonviolent peacemaking through daily interactions with staff and the public.

Participate in a local church and gatherings, being willing to use his or her gifts within the local faith community.

Provide analysis and counsel to MCC program staff on the design, monitoring and evaluation of CFGB-funded food security and livelihood projects:
- Work with MCC representatives and country office staff in the development of project proposals for funding from
MCC\'s account at CFGB.
- Work collaboratively with MCC\'s project officers at CFGB to analyze and provide feedback on project proposals
and reporting related to food security and livelihoods.
- Manage and recommend food security and livelihood projects for approval by CFGB.
- Provide support to MCC program offices including extended travel (up to 4 weeks at a time) by assisting with
project planning and training related to CFGB.

Provide technical support and manage MCC-funded food security and livelihood projects:
- Work with area directors on reviewing and approving food security and livelihood concept papers and project
proposals funded by MCC project funds.
- Provide feedback to MCC country offices on project proposals and reporting.
- Travel to support country offices in project development, monitoring and evaluation.
- Participate in PLDR\'s ongoing training efforts (including general orientation and program skills training).

Provide system-wide support on lessons learned related to MCC\'s food security program:
- Provide technical support, resourcing, and training in collaboration with other PLDR FSL coordinators.
- Develop relevant tools and sector briefs for MCC program offices on best practices in food security and climate
change adaptation as well as planning, monitoring and evaluation in general.
- Facilitate, conduct, and promote training opportunities related to food security and livelihoods program.

Support the development and review of project proposals for external funding in collaboration with the external grants .

Internal coordination, external networking and public speaking:
- Participate in CFGB and other inter-agency working groups.
- Participate in MCC working groups including co-chairing the international program climate change standing
committee, the advocacy climate change campaign coordinating committee, and the act sustainably team.
- Participate in inter-agency working groups including the Canadian Coalition for Climate Change and
Development (C4D).
- Assist with internal information requests.
- Speak on behalf of MCC in churches, schools, and other forums as requested by MCC regional and provincial offices.
