The Flight Training & Standards (Rotor Wing) Manager develops, arranges, and executes the initial, conversion, and recurrent Pilot training programs for rotor wing aircraft types operated by Ornge to ensure compliance of regulatory training requirements for pilots. Training support is provided to personnel and third-party training providers on an as needed (24/7) basis.

Key Accountabilities:Ensures attendance at all training is tracked and verified and all records are completed fully and properly maintained in the pilot's training records. Prepares and amends the regulatory training requirements in the Flight Crew Training Manual. Submits the FCTM for Transport Canada approval. Prepares written examinations and training courses for all phases of Company training including Learning Management System (LMS) content. Ensures that pilots under training have both the knowledge and ability to carry out the duties assigned or reports the reason for failure to meet such standards to the Chief Pilot. As required, issues Failure to Qualify (FTQ) notices to the pilot candidate, and documents them in the pilot's records. Certifies the individual training records as to the competency of pilots under training upon the completion of that training. Forecasts upcoming flight training requirements and liaises with the Chief Pilot, maintenance, and/or the third-party training provider to ensure availability of aircraft or simulator for training. Interprets regulations as required to develop, manage, and maintain training syllabi and subject specific courses. Liaises with the Chief Pilot and Director, Flight Operations to develop and broadcasts Standard Operating Procedures for each aircraft type. Receives feedback from Training Captain, implements changes to SOPs and training syllabi. Liaises with Chief Pilot to develop and apply corrective action plans or remedial training where necessary. Maintains auditable records of training activities and reports these activities to the Chief Pilot on a regular basis to validate compliance. Operates regular shifts at various bases for personal competency and base awareness. Ensures Training Captain is current on training and qualifications, maintains and tracks accurate training files. Participates in the interviewing, evaluation, and selection of new-hire pilots and the promotion of Company pilots to a higher classification (e.g., upgrade, training captain, etc.).


Qualifications:

A minimum of 5 years of multi-crew, multi-engine experience and 3 years as a Captain. Transport Canada Approved Check Pilot Qualification. Airline Transport Pilot License (Helicopter) and Group IV Instrument Rating. 3 years of experience in pilot training, flight training device and/or flight simulator operations. Must have experience in a regulated industry - Transport Canada, CARS and CASS. Must be qualified in accordance with CASS 724.115, Airline Transport Pilot License - Rotor Wing, Group IV Instrument Flight Rating, A139 type rating and Check Pilot authorized. Advanced knowledge of Transport Canada Commercial Air Service Standard 723.98 or 724.115 and a strong understanding of A139 Type Rating and Group I Instrument Rating regulatory requirements. Strong computer proficiency specifically with MS Word, graphic design, and LMS software to create interactive and visually appealing training material. Exceptional communication skills to disseminate training information to Flight Training and Standards Captain, line Pilots and respond to inquiries from third party training providers. Advanced organizational and coordination skills to liaise with the scheduling department to ensure schedule reflects planning training. Ability to build and maintain training programs in-line with adult learning principles. Strong leadership competencies required to provide guidance, direction, coaching and mentorship to the Flight Training and Standards Captain and Training Captains.
