Under the leadership of the Director of Public Operations, the Fleet Manager is responsible for establishing and managing a preventative maintenance and repair program. This includes the maintenance of heavy, medium, and light duty vehicles and other equipment to ensure a safe and efficient fleet. The Fleet Manager is also responsible for a multi-year capital plan for the procurement and purchasing of vehicles and equipment to meet County levels of service.

This position is ideal for someone who enjoys being engaged in a challenging and fast-paced environment and has the required ambition to support significant growth. This role works closely with all departments to ensure availability of equipment required to meet County objectives. The Fleet Manager must be both personable and professional with all stakeholders.

Key Responsibilities Include:
  • Lead the fleet work group effectively to ensure that fleet equipment is available, serviced, and ready for employees to operate.
  • Ensure compliance with all Preventative Maintenance (PM) requirements, as well as relevant Commercial Vehicle Inspection Program (CVIP), National Safety Codes (NSC) and Alberta Transportation (AT) requirements.
  • Work with various departments to determine vehicle and equipment needs. Review final specifications for purchases, monitor budget, expenditures and evaluate tenders and quotes.
  • Oversee the technical performance of all Lethbridge County light fleet, heavy equipment, and fuel systems. Monitor fleet activities by providing cost analysis of repairs, vehicle condition reports and recommend fleet optimum replacement strategies.
  • Collaborate with the Director of Public Operations and management to develop standards regarding the most efficient use of resources in alignment with the operating budget.
  • Participate in the development, implementation, and maintenance of policies, perform short and long-range planning; develop and implement projects and programs to assist in the accomplishment of departmental objectives.
  • Communicate with and manage external maintenance vendors to ensure service level agreements are achieved.
  • Establish departmental performance measures and key performance indicators, benchmark with industry practices and prepare summary reports for the Director of Public Operations on a quarterly and annual basis, or as required.
  • Monitor and control inventory for the maintenance of equipment.
  • Actively participate in meetings and activities related to the fleet department.
  • Perform health and safety responsibilities as assigned by/in partnership with the Joint Health & Safety Committee.
  • Ensure proper and effective staffing of areas of responsibility through adequate scheduling, training, motivational techniques, and performance management.
  • Collaborate with Human Resources on job postings, staff selection, onboarding, performance reviews, coaching and other staff matters.
  • Perform other related duties as assigned by the Director of Public Operations or designate.
Requirements:
  • Five (5) or more years of supervisory or administrative experience in the maintenance and repair of a light, medium, and heavy-duty commercial fleet. A combination of skills and experience in a municipal environment is considered an asset.
  • Licensed Heavy Equipment Technician and/or Automotive Technician is preferred. Education in a related field is an asset.
  • Excellent interpersonal and collaborative skills.
  • Strong understanding of the principles and practices of public administration, including budgeting, purchasing and the maintenance of public records.
  • Knowledge and training in procurement practices, NSC regulations, CVIP inspections and provincial and federal commercial vehicle regulations.
  • Knowledge of Occupational Health and Safety Act and Regulations.
  • Ability to communicate through basic technological functions and exhibit computer literacy. Proficiency with fleet maintenance software is an asset.
  • Must be well organized and capable of maintaining even, productive work output.
  • Valid Class 5 driver\'s license and willing to upgrade.
