Job Description

Under the direction of the General Manager (Animal Services) and Manager - Finance and Administrative Services (Community Services), the Financial Analyst is responsible for the Animal Service Agency's finance and administrative services. The incumbent provides timely, independent, and objective financial analysis to the General Manager and serves as the Agency's office administrator - overseeing all aspects of the clerical staffing, including but not limited to, daily operations and performance monitoring.


This position will bring required business and financial expertise to manage revenue and expenditures. The Financial Analyst is responsible for the planning, coordination, research, review, analysis and interpretation of financial and statistical data. The incumbent is a "Specialist" expected to be the main source for financial information pertaining to Animal Services and prepares reports such as the annual SOA business plan.


This position is also responsible for independent and objective financial analysis. The Financial Analyst develops and provides fiscal advice and assists with the preparation of ad-hoc reports and analyses. The Financial Analyst will participate in year-end accounting duties including the preparation of the detailed financial statement book and participate in the preparation of the Financial Statement Discussion and Analysis.

As the •Financial Analyst, • you will:

• Plan, direct, coordinate and prepares the annual budget submission and the financial section of the annual Selection Report (i.e. annual SOA Business Plan) on a timely basis.
• Plan, direct, and execute monthly financial processes and reconciliations to produce accurate and timely monthly financial projections and year-end financial statements.
• Provide clerical leadership, supervision, and financial control of daily office operations - cash management, purchasing, accounts payable, revenues, expenditures, and performance monitoring.
• Manage daily activities, including payroll analyst function, ensuring that all activities are provided in compliance with PSAB, GAAP and all City policies, and ensuring that accounting and administrative services, including quarterly and annual reports, are accurate and timely.
• Ensure continuous improvement of all financial and administrative systems within the Agency, presents alternative solutions and coordinates system implementation.
• Review and analyze Administrative Reports, ensuring financial implications are highlighted through the preparation of Financial Impact Statements.
• Provide financial support for special projects to the Agency.
• Develop and maintain statistical information about Agency operations.
• Maintain internal controls to safeguard Agency assets from mismanagement or misappropriation.
• Ensure financial controls are adequate for Animal Services Agency software and web-based systems.
• Perform other related duties, as required.

Your education and qualifications include:


• Professional Accounting designation (CPA) in good standing is required.


• Bachelor's Degree in Commerce with a Finance/Accounting Major or equivalent.


• A minimum of four (4) years related accounting experience.


• Must have at least one (1) year direct experience in the development and preparation of comprehensive budgets and financial analysis.


• Experience in a supervisory role is required.


• Ability to understand and analyze government policy.


• PeopleSoft experience (i.e. Purchasing, Payables, General Ledger, and Budget modules), REPA, and Cognos knowledge would be an asset.


• Proficiency in the Microsoft Office suite of software applications, particularly demonstrated advanced knowledge of Excel.


• Demonstrated leadership and management abilities with proven knowledge of administrative practices, skills, and concepts.


• Demonstrated ability to establish and maintain effective working relationships with co-workers, supervisors, and subordinates and in a respectful, cooperative team environment.


• Strong oral and written communication skills.


• Strong project management and organizational skills.


• Proven ability to work under pressure and ensure adherence to strict deadlines.


• Experience with audit processes and procedures would be an asset.
