Position Summary

Reporting to the Supervisor Budget and Reporting and overseen by the Manager Financial Services, the Financial Analyst is responsible for posting financial information to the General Ledger and providing timely, accurate financial information and reports to both internal and external stakeholders. In addition, the Financial Analyst is responsible for financial management and reporting, current budget, multi-year operating and capital budgets, capital plan, year-end working papers and special projects.

In this role, the Financial Analyst acts as a financial business partner to internal departments, working collaboratively to support all budgeting and reporting needs. This includes assisting departments in budget preparation, providing financial insights, monitoring financial performance, and promoting the effective and responsible use of County resources

Core Accountabilities

Financial Reporting & Analysis

Prepare and analyze quarterly and year-end financial statements, variance reports, and financial notes. Develop and maintain automated reporting tools for quarterly and year-end processes. Prepare and deliver financial presentations and briefing materials for council and departmental leaders. Coordinate and prepare working papers, schedules, support audit processes and statutory filings (e.g. Financial Information Return)

Budgeting & Forecasting

Coordinate and contribute to the preparation of annual operating and capital budgets and multi-year financial plans. Assist departments in developing budget submissions and aligning them with County priorities. Forecast annual surplus or deficit and participate in budget workshops. Monitor and report on budget performance, including variance analysis and forecast adjustments. Support capital committee in capital plan funding and alignment.

Capital & Operating Project Support

Manage project set-up, funding, reconciliation, and financial reporting for both capital and operating projects. Manage and report project-related grant funding, cost recovery, and continuity schedules. Record and reconcile Tangible Capital Assets, inventory and gravel

Treasury & Investment Functions

Support cash flow management, bank confirmations, and EFT processing. Assist with reserve management, debenture and investment coordination, and public reserve reporting. Perform developer levy calculations and manage unearned revenue balances.

Audit & Year -End Preparation

Prepare year-end working papers, balance schedules, and assist external auditors. Investigate account inquiries and make necessary adjustments. Participate in year-end workshops and coordinate financial data preparation.

Accounting & General Ledger

Post journal entries to the general ledger. Maintain and update the General Ledger (GL) and chart of accounts. Process interdepartmental entries and ensure account balances are accurate. Respond to inquiries and reconcile accounts as required.

System & Process Improvements

Contribute to the development and enhancement of financial systems, models, and policies. Support automation initiatives and continuous improvement of reporting tools. Ensure data integrity, system accuracy, and compliance with financial standards.

Others

Respond to government surveys. Cross train, support and back up other Financial Analysts positions. Prioritize daily tasks, assignments and projects to ensure deadlines and assignments are met. Protect the integrity of employees and the business of the County by acting in a professional and responsible manner at all times. Protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of the County. Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code. Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.

Position Requirements

Completion of degree in a related field along with a minimum of 3 years of progressively responsible and diversified experience and:

Well-developed communication and interpretation skills, with the ability to work independently and collaboratively in a multi-disciplinary team. Chartered Professional Accountant (CPA) designation (formerly CA, CMA, or CGA) would be considered a definite asset. Demonstrate knowledge and experience of basic computer functions (log on, check emails, open and save documents in MS Office Suite) as well as basic keyboarding skills. Enhanced analytical, problem solving and planning skills. Must be bondable. As a position with potential high-risk exposure to theft or fraud a criminal record check is required on an annual basis. Submission of a satisfactory criminal record check, evaluated by the County.
