This position calculates, coordinates and administers the applicable City of Kitchener development charges (DC) pursuant to the Development Charges Act and City Bylaw; for development charge purposes. The successful incumbent will be responsible for answering customer project inquiries on applicable development charge rates, monitoring deferred payments and supporting finance staff.
This position is temporary for 6 months.
Responsibilities
Administers Development Charge Processes
Calculates applicable development charges for specific building applications. This includes any applicable discounts, deferrals, or exemptions provided through the Development Charges Act and/or the City's Development Charge Bylaw.
Communicates with the outside agencies (Region of Waterloo & School Boards) for certification, invoicing and collection of development charges on their behalf.
Uploads the calculation and amount owing or credit for development charges in AMANDA folders (development charge folder and the building permit folder) for all applicable agencies, and then creates customer invoices.
Processes development charge refunds on cancelled permits.
Completes development charge re-certification on non-issued building permits, 2x year (Dec. 1 for City and Region and June 1 for 2 School Boards, approx. 600 per year).
Prepares deferral payment form or early payment agreement on qualifying project types where customer chooses deferral (6 or 21 years) or early payment to avoid interest. Coordinates deferral payments with Finance staff for invoicing.
Works closely with the Municipal Building Officials during the pre-building permit issuance process to calculate and coordinate the correct development charge amounts for each project.
Assists with queries from Financial Audit or monthly reports.
Tracks information regarding development charge credits & refunds related to credit/refund agreements with developers.
Tracks and monitors developer pre-payment of part development charge services (i.e. water, sanitary and storm) on new developments and ensures the correct development charge rate is charged until the balance is zero. This includes semi-annual reporting.
Responds to general inquiries from customers on applicable development charge rates on all project types.
Works with complex and multiple development charge rate scenarios.
Performs other related duties as assigned.
Operating Budget Development Process:
Works with the Director of Building to provide financial information that supports Operating Budget development processes.
Provides guidance and/or recommendations regarding budgetary matters and approaches.
Tracks historical data, site plan approval applications, and other future considerations to be used in annual budget considerations. Verifies accuracy of such data, projects permit revenues and clarifies discrepancies with other data sources when necessary.
Identifies and implements improvements to budget processes.
Performs other related duties as assigned.
Requirements
2-year diploma or 2 years in a specialized post-secondary program in a related field (e.g., accounting/finance)
2-4 years of related experience, including financial tracking, monitoring, analysis, and calculation and financial report preparation
Possess strong mathematical and spreadsheet skills and experience to complete complex calculations. A working knowledge of accounting principles and practices would be beneficial
Skilled in practical financial applications such as budget preparation, tracking, monitoring, analysis, and calculation
Analytical skills to identify and investigate budgetary anomalies and provide recommendations for solutions
Knowledge of related City financial practices, operations, funding mechanisms, and relevant legislation, including Development Charges Act and the City of Kitchener development charge bylaw.
Skill in the use of a personal computer using software including Microsoft Excel, PowerPoint, Word, AMANDA, and SAP
Specialized skill in the use of Excel software, including the development and use of formulas, pivot tables, linking with multiple data sources, charting and graphs, data sorting, auto filtering, and exporting Excel data into other software formats
Organizational and time management skills and the ability to work independently and assume responsibility for verifying accuracy of data and meeting prescribed building permit time frames
Strong ability to plan and prioritize own workload
Reliable with a good attitude and employment record.
