Position SummaryThis position is responsible for overseeing all mechanical HVAC, electrical, plumbing, life safety systems, building envelope, grounds, and any other matters related to the physical plant. Assists with integrating capital projects with operations and maintenance.
Duties & Responsibilities * Responsible for physical plant technical systems operations and maintenance.

  • Liaises with maintenance and repair contractors entering the building for specific jobs, manages their performance, and follow up as required.
  • Plans, schedules, coordinates, and approves the work of contracted services pertaining to predictive maintenance, routine maintenance, corrective repair, minor-major capital projects as needed, and physical plant operations of college infrastructure and grounds.
  • Creates and manages the preventative maintenance for all mechanical, HVAC, electrical, plumbing, and life safety systems. Ensures all work is carried out by the appropriate contractors.
  • Conducts regular inspections of all College facilities and systems ensuring adherence to established standards of safety maintenance and repair.
  • Reviews all alterations, repairs, construction, and renovations to ensure all facilities, building systems and life safety systems conform to building and fire codes and other regulatory requirements.
  • Receives requests and/or initiates work orders relating to maintenance services, physical plant operations, and repair requirements. Determines the appropriate remedial action and coordinates the same.
  • Holds regular meetings with management and contractors to review the progress of planned and scheduled work, including, current and ongoing problems or difficulties, work force availability, timelines for completion, deferred work, backlogs, and future work.
  • Communicates with local authorities on compliance issues and matters concerning facilities and systems that connect with city facilities and systems (e.g.) water mains).
  • Maintains the College\'s record plans of all facilities including drawings and space information in both hard copy and electronic versions.
  • Participates in the preparation of the department\'s capital and operational plans establishing priorities for long range and capital maintenance, replacements, and upgrades of systems and equipment.
  • Assists in the preparation of the annual facilities operations budget, 5 year capital replacement budgets, and emergency project budgets.
  • Prepares a variety of reports pertaining to maintenance activity and plant operations. Maintains records on routine maintenance, corrective maintenance, and plant operations
  • Monitors the College\'s energy use. Develops, plans, and coordinates schedules to reduce the College\'s use of hydro, gas, steam, and water.
  • Ensures sound sustainability management practices are established and maintained within the facilities systems and maintenance environment.
  • Manages the department\'s computerized maintenance management system, building automation system, fire panels, life safety systems, any other facilities systems, and liaises with the College\'s IT department and service contractors to maintain and improve each system as appropriate.
  • Reviews contractor work for completeness and reviews invoices for errors and omissions and secures internal authorization for payment and processing.
  • Manages all annual facility related regulatory permits, licenses, inspections, and certifications to ensure the College is in compliance.
  • Acts as back-up to other Facilities Managers and Building Services Managers during absences.
  • Ensures health and safety practices and regulations are followed for materials testing, hazardous material abatement, and hazardous materials disposal.
  • Acts as Incident Commander as described in the Colleges Emergency Response Plans.
  • Ensures that fire protection equipment is in good working order at all times.
  • Ensures that all applicable by-laws, fire regulations and health & safety regulations are adhered to.
  • Acts as liaison to health and safety committee as needed.
  • Prepares purchase requisitions for operations goods and services and receives invoices in Banner.
  • Works at all VCC campus locations, as assigned.
  • Travels between VCC campus locations.
  • Maintains the campus specific Facilities Manager Operations Manual.
  • Performs other related duties as required.
  • Ensure that campus snow & ice removal procedures are implemented and followed.
  • Ensure that Ministry of Advanced Education - VFA Data Maintenance records are updated.
QualificationsEducation and Experience
  • Completion of 3 years Post-Secondary related to facilities management, engineering, or- College diploma in Building Technology and current trade qualification in a technical trade. Completion of a facilities management certificate or equivalent (APPA, BOMA, IFMA, LEED) is desirable. Over 6 years\' related managerial experience in facilities maintenance, operations, and physical plant technical systems.
  • Demonstrated knowledge of facilities systems operations and maintenance.
  • Experience using MS Office suite software (Word, Excel, PowerPoint).
  • Experience using FAST WebReq, FAST Financial, and Banner.
  • An equivalent combination of training and/or experience may be substituted for the required qualifications.
Skills and Abilities
  • Proven interpersonal skills with the ability to work collaboratively as a member of a team and to establish and maintain effective working relationships with coworkers, College administrative staff, contractors, consultants, and local authorities having jurisdiction.
  • Experience supervising, coordinating, directing and reviewing the activities of diverse contractors.
  • Ability to work in a fast paced environment, work under pressure, and to meet deadlines.
  • Knowledge of building systems, trade practices and materials including electrical, heating/cooling, ventilation, plumbing, carpentry, painting, building envelopes (including roofs, wall assemblies, and windows), flooring, elevators, and grounds.
  • Experience managing facilities capital projects.
  • Experience in the use of a computerized maintenance management system and in the operation of computerized building automation and control systems.
  • Knowledge and experience of predictive, preventative, and corrective maintenance scheduling techniques and practices.
  • Proactive, well organized and an energetic team player with the ability to communicate effectively both orally and in writing.
  • Ability to write detailed technical reports.
  • Thorough knowledge of the operational, maintenance and repair requirements of the College infrastructure, physical plant, and grounds.
  • Knowledge of policies, contracts, and procedures governing construction, renovations and maintenance of College facilities.
  • Proficiency in MS Word, Excel, and PowerPoint, Banner, and FAST.
  • Knowledge of fire and safety requirements as they apply to public buildings.
  • Knowledge of current energy efficiency systems and practices for building systems using hydro, gas, and water services.
  • Ability to prepare specifications and cost estimates for facility repairs and minor upgrade projects.
  • Ability to retain, manage and work with consultants and contractors.
