Executive Director of Programs (EDOP) - 1734



Regular Full Time Position - Global



Salary - $146,475.00 - $177,600.00 Per Annum (35 hrs. per week)



POSITION SUMMARY:





Reporting to the Board of Directors, The Executive Director of Programs (EDOP) provides strategic, operational, and practice leadership for FVACFSS, ensuring high-quality delegated and non-delegated child and family services that uphold Indigenous cultural requirements and comply with legislation and standards. The EDOP plays a pivotal role in Society-wide planning, policy development, service delivery oversight, staff management, and stakeholder relations

KEY RESPONSIBILITIES:



Strategic Planning & Reporting



Collaborate with the Executive Leadership Team Executive Leadership Team (ELT) and Board to develop, implement, and report on the Society's Strategic and Operational Plans. Lead short- and long-term practice planning to ensure alignment with the Society's Vision, Mission, and Goals. Provide technical advice and recommendations to maintain child safety practices in line with legislation and standards. Lead contractual and program reporting for practice and service delivery to funders and stakeholders.

Operational Oversight & Organizational Structure



Maintain current knowledge of evolving services and recommend organizational shifts to meet mandates. Collaborate on decisions about staffing structures and caseload distributions to ensure effective service delivery. Oversee day-to-day performance management, staff scheduling and leave management of direct reports. Collaborate with Executive Leadership Team (ELT) on performance objectives for programs and services.

Practice Oversight & Quality Assurance



Maintain current knowledge of all changes to applicable legislation and practice standards related to the Society's mandate. Maintain current knowledge of relevant/evolving service models related to the Society mandate. Provide interpretation of the CFCSA, Adoptions Act, Young Offenders Act and other pertinent Provincial and Federal legislation on an as needed basis. Oversee complex case consultations, including critical incidents and high-risk situations, and provide clinical direction and written consultation reports. Maintain internal file audit cycles to evaluate compliance and identify themes for continuous improvement. Oversee the Society's client complaints process, Representative for Children & Youth (RCY) and Ministry of Children & Family Development (MCFD) reviews, and report outcomes to Management and Board.

Policy, Procedures & Training



Develop, implement, and maintain practice policies and procedures to remain compliant with legislation, standards, and evolving best practices. Ensure staff understand and comply with policies through orientation, training, and mentoring programs. Lead the development of tools for practice supervision, workload tracking, and performance evaluation.

Service Design & Delivery



Lead initiatives for continuous improvement in service design and delivery to meet community needs. Ensure delegated and non-delegated services are integrated and consistently applied across all teams. Collaborate with the Executive Leadership Team (ELT) to design services that align with cultural requirements while meeting practice standards.

Corporate Services



Collaborate with the Executive Director of Service & Community Relations (EDSCR) to maintain and measure performance objectives for Society Field Management and staff, using the Matrix Model for supervision. Share accountability within the Executive Leadership Team (ELT) to achieve the Society's performance goals. Provide input to the Executive Leadership Team (ELT) for funding proposals, negotiations, and budget development to meet practice mandates and service delivery objectives. Collaborate with the Executive Leadership Team (ELT) to develop spending plans, including strategies to address budget surpluses, and seek Board approval where required. Gather input regarding training and mentoring needs for Managers, Team Leaders, and Field staff. Collaborate to develop training and mentoring strategies focusing on delegation requirements, practice standards, and compliance. Assist in tracking training plans and completed training, receiving regular updates from HR and Executive Director of Service & Community Relations (EDSCR).

Leadership, Performance Management & Communication



Supervise, mentor, and conduct annual performance reviews for all direct reports. Facilitate effective team meetings, practice meetings, and communication of key messages across the Society. Support internal communications strategies to maintain Executive Leadership Team (ELT) visibility and staff engagement.

Stakeholder Relations



Act as the Society's lead spokesperson on practice issues; attend Directors Forums and Ministry-led meetings. Build and maintain relationships with First Nations community leadership, Elders Committees, funders, and external stakeholders. Assist in delivering messaging to communities through Leadership meetings, Town Halls, and Community Practice Circles. Support the integration of Elders' activity into practice and client services.

EDUCATION, EXPERIENCE & KNOWLEDGE REQUIRED:



Education and Work Experience requirements:





BA BSW required, MA MSW preferred, in Child and Youth Care, Social Services, Counselling or related degree. Current C-6 delegation with a minimum of five (5) years experience supervising staff providing delegated services. Extensive knowledge and experience providing clinical supervision on high risk, complex cases. Completion of training specific to the clinical practice supervision and or analysis of child and family services. Completion of supervisory/leadership training. Completion of business ethics training. Completion of communications and facilitations training.

Technical Skill requirements:



Computer literacy on MS Word, Excel, as well as case file administration systems such as MIS and ICM. Ability to develop and manage operations strategies and work plans. Ability to write concise briefing notes for Executive and Board. Ability to analyze and evaluate client file statistics and provide conclusions and recommendations. Ability to develop, track and manage performance objectives for delegated and non-delegated programs. Ability to analyze technical and statistical data and develop conclusions and recommendations.

Knowledge and experience requirements:



Extensive knowledge of provincial and federal legislation and standards, in addition to AOPSI, as it relates to the delivery of child and family services. Knowledge of DAA operations and relationship to the CFCSA and Delegation Confirmation Agreement. Knowledge of funding formulas from the Provincial and Federal Government. Knowledge and experience in quality assurance and supporting a continuous learning environment regarding clinical practice. Comprehensive knowledge of child and family social work and related policy and programs, in order to guide the work of delegated teams and prevention teams. Knowledge of Indigenous child welfare history, issues and challenges, in order to ensure services are provided in a culturally sensitive manner. Knowledge and experience designing and implementing child and family services programs and services. Knowledge and experience administering file audits to assess compliance with practice standards. Experience with quality assurance and complaints management functions.
