Executive Director, Facilities and Planning


Reporting to the Chief Systems and Strategy Officer, the Executive Director, Facilities and Planning is responsible for strategic and operational leadership in the planning, development, management, and evaluation of physical facilities within the jurisdiction of British Columbia Emergency Health Services (BCEHS). Working closely with the Provincial Health Services Authority (PHSA) Facilities Management department, the Executive Director oversees the delivery of long-range facility planning, capital projects, facility operations, leasing, security services, and environmental sustainability in these facilities located throughout the province.


The Executive Director is accountable for the completion of projects and operations within specified fiscal parameters and timelines, in a manner that is consistent with and supports the strategic directions and objectives of BCEHS. In this capacity, the Executive Director needs to frequently engage with PHSA to prioritize scarce resources, balance competing priorities, and make decisions that have significant potential for adverse outcomes in an environment of high uncertainty.


Key Accountabilities
  • Develops, implements, and evaluates strategic plans, goals and objectives for Facilities and Planning that allow for the delivery of the coordinated, accountable, equitable, efficient, and high-quality services consistent with the missions and strategic plans of BCEHS.
  • Leads the analysis of the current situation and the future requirements for facilities planning and management, initiating the development of specific goals and objectives, setting priorities for planning, and implementing strategies. Guides and oversees the development and maintenance of master plans and other long-range and strategic planning exercises specific to BCEHS.
  • Establishes and maintains strategic investments and programs to preserve and enhance the fixed capital asset value of the real estate and facilities of BCEHS. Initiates and oversees processes to define future capital investment strategies for BCEHS.
  • Maintains accountability for the operation of all of BCEHS\xe2\x80\x99s facilities in a manner in keeping with industry best practices, such that staff throughout the organization have a safe, secure, and functional work environment that positively impacts their ability to do their jobs.
  • Represents BCEHS in discussions and/or negotiations with government bodies, other external organizations and agencies providing or requiring services from BCEHS. In collaboration with PHSA, negotiates significant contracts and other agreements and ensures contractors meet the requirements and expectations as set by BCEHS.
  • Oversees the establishment and maintenance of policies, reporting mechanisms, data management systems, and budget monitoring and control processes for capital projects. Ensures that the scope of work, budgets and schedules for capital projects are clearly defined, approved, and adhered to.
  • In conjunction with PHSA, develops and monitors capital and operating budgets for the Facilities and Planning portfolio. Monitors budget performance, plans and adjusts operations and/or staffing to meet projections and targets; approves major expenditures and reports variances as required.
  • Oversees all aspects of human resource management within the portfolio. Maintains an organizational structure that provides the highest quality of service to customers and allows employees to realize their maximum potential and growth. Recruits, mentors, and evaluates the performance of staff at a senior level and supports senior staff managing labour relations issues such as discipline up to and including termination.
  • Evaluates the performance of the portfolio and responds to changing customer needs by methods such as conducting continuous assessments of the team\xe2\x80\x99s activities, facilitating feedback within and across programs and responding to changing demands. Develops and implements quality and process improvement programs and initiatives consistent with the BCEHS\xe2\x80\x99s strategic plan and which comply with standards set by the Ministry of Health and other governing bodies.
  • Identifies and evaluates new initiatives and partnership opportunities. Collaborates with PHSA in the development of funding applications, business cases, project plans, contractual documentation, and other related materials. Presents information to and responds to queries from funding bodies as required, to maximize BCEHS\xe2\x80\x99 opportunities for external funding. Makes recommendations to the Executive Leadership Team and BCEHS Board of Directors for evaluation and approval. Facilitates the implementation of approved initiatives and monitors and takes remedial action as required.
  • Liaises with internal stakeholders and external organizations including government ministries, health authorities/providers, educational institutions, and professional associations to remain current in facilities planning and management, and maintain the relationship between physical facilities and the ability of health care providers to deliver services in an optimal manner.
  • Performs other related duties as assigned.



Qualifications


A level of education, training, and experience equivalent to a Master\xe2\x80\x99s Degree in a relevant discipline such as architecture, engineering, property development or business administration, supplemented by at least ten (10) years of progressively more senior experience in a facility management/property development role in a large, complex, multi-site organization, preferably in emergency services or health care environment.
  • Proven business leadership skills including the ability to coach and mentor managerial staff at a senior level.
  • Demonstrated project management skills in the design, development, and implementation of large-scale projects.
  • Proven experience managing in a 24/7 multi-site facility management environment.
  • Ability to deliver results in an effective and efficient manner.
  • Ability to facilitate collaboration with internal and external groups and ensure participation of key stakeholders.
  • Ability to manage and implement change.
  • Possesses excellent presentation and communication skills.
  • Proven ability in policy development, strategic planning, business relationships, and complex negotiations. Physical ability to perform duties of the position.



Job Type: Regular, FT
Salary: $141,267 \xe2\x80\x93 $176,584+ The starting salary for this position would be determined with consideration of the successful candidate\xe2\x80\x99s relevant education and experience and would be in alignment with the provincial compensation reference plan.
Location: Flexible within BC
