Bechtel Infrastructure has been appointed the Delivery Partner role within an integrated team with the customer, Metrolinx, for the Ontario Line Subway (OLS) Project. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two key PPP Contractors and a broad range of early and advanced works (EAW) package Contractors. Bechtel forms the key component of the overall leadership team, having delivery partner responsibilities supported by the Ontario Line Technical Advisor (OLTA) and the existing Metrolinx project delivery team.

Position Summary:

Performs construction engineering assignments of a varied nature requiring a full working knowledge of construction engineering practices. Exercises professional judgment within the framework of broad guidelines provided by superiors. May have responsibility to provide direction to less experienced construction engineers, or construction office technical or clerical personnel.

The EW-01 Contract is heavily focused on track and signal installation and modification works and therefore experience in such fields is considered advantageous.

The Field Specialist is responsible for monitoring the technical requirements of the work and verifying quantities.

Responsibilities:
  • Monitors the activities of contractors to ensure compliance with project technical requirements.
  • Ensure that safety and creation as well as maintenance of a safe workplace and environment is the primary consideration and priority in the delivery of all work.
  • Reviews contractor\xe2\x80\x99s documentation including risk assessments, method statements and inspection and test plans. Attends necessary inspections of the works on behalf of Metrolinx.
  • Monitor\xe2\x80\x99s the contractor\xe2\x80\x99s assurance activities including the resolution of non-conforming items.
  • Assists construction superintendents and contractors in planning construction methods and procedures. Coordinates and resolves engineering or construction problems with superintendents and contractors.
  • Interprets design engineering drawings
  • Reviews design drawings, related vendor and contractor drawings and installation instructions and studies interference problems.
  • Verifies contractor\xe2\x80\x99s commodities on quantity tracking systems or other computer database programs as required.
  • Reviews field change notices/requests, extra work orders and back charge notices.
  • Implements project controls tools on the construction site.
  • Assists in the preparation of cost estimates and reviews project design and engineering bills of materials to ensure their completeness.
  • Prepares and maintains daily reports.
  • Assists in the verification of contractor\xe2\x80\x99s applications for payment.
  • Reviews updated contractor schedules, as assigned.
  • Provides input to constructability and lessons learned.
  • May be required to provide input on employee reviews of assigned subordinate personnel.
Qualifications and Skills:

Basic Qualifications:
  • A recognized degree in an engineering or scientific discipline coupled with work experience led to an understanding of the technical knowledge as described, OR Specialized courses in construction management, AND/OR work experience as a field engineer, engineer or assistant superintendent leading to an understanding of the technical knowledge as described.
  • Bachelor\xe2\x80\x99s degree in Engineering or another relevant technical discipline from an accredited university as well as a minimum of 7 years of relevant work experience, or 14 years relevant experience in the absence of a degree.
Minimum Qualifications:
  • Knowledge of a single technical engineering discipline, contracts administration and/or cost and scheduling relating to the construction of rail projects.
  • Experience in ballasted Track construction and inspection considered advantageous.
  • Computer literate in word processing, spreadsheet, and database
  • Awareness of environmental compliance laws and requirements.
  • Knowledge of Bechtel\xe2\x80\x99s \xe2\x80\x9cZero Accident\xe2\x80\x9d safety program.
  • Familiarity with current industry quality standards.
  • On project training will be provided following mobilization to support the Metrolinx role competency and Bechtel career development.
