Halifax Regional Municipality is inviting applications for the permanent, full-time position of Engineer-in-Training. The Engineer-in-Training Program (EIT) is for new graduates to obtain employment placing them within a 4-year rotational program. In this program, you will complete placements working on a variety of dynamic engineering projects within 3 different business units including Planning and Development (Development Engineering and Transportation Planning), Public Works (Design, Construction, Transportation Infrastructure Management, Traffic, etc.), and Procurement, Finance and Environment (Capital Projects). Throughout the program, you\'ll gain valuable technical and unique on the ground experience to help you achieve your Professional Designation. The EIT rotates through assignments gaining proficiency in a broad range of municipal engineering matters. They are responsible for delivering the full range of engineering services and projects, with the exception of final approval, under the guidance of Engineering Managers and Professional Engineers. As the EIT gains proficiency, the responsibilities will increase from entry level to more advanced professional engineering services and projects, including leadership and direction of technical staff.

DUTIES AND RESPONSIBILITIES:

  • Responsible for the design and project management of municipal engineering projects; including researching project background, conducting risk assessments, establishing design parameters and alternatives, preparing project charters, conducting stakeholder analysis, preparing engineering designs and specifications, estimating project costs, tendering, evaluating proposals, developing work schedules, coordinating external consultants and contractors, developing communication plans, preparing reports, etc.
  • Ensures that project components and activities meet local, provincial and/or federal codes and regulations
  • Oversees contract performance, including safety management, reporting, change orders, financial reporting, budget management, close out and deficiencies
  • Evaluates applications (E.g., subdivision approvals, site plan approvals, planning application, development agreements, utility capital projects, etc.) for engineering compliance with technical standards, design guidelines, construction standards, and professional practice guidelines
  • Coordinates HRM right of way activities including construction, street closures, utility uses, special events, encroachments, driveway access, sidewalk cafes, comfort letters and HRM utility capital projects
  • Liaises and consults with citizens, government agencies, developers, contractors, elected officials, clients, etc. on a broad range of municipal engineering matters
  • Researches, analyses and prepares detailed reports, terms of reference, policies and procedures, correspondence; and makes recommendations to Boards, Committees and Council
  • Directs and coordinates technical employees, multi-disciplinary teams, consultants, etc. in partnership with stakeholders
  • Identifies emerging trends, policies and best practices from other jurisdictions and makes recommendations on policies and procedures
  • Inspect project sites to monitor progress and ensure conformance to design specifications and safety standards
  • Approves trade, supplier and contractor invoices in accordance with procurement policies and procedures, project specifications, change orders, etc. within approved spending authority
  • Assists with the collection of work files and data on capital budget requests for the development of the annual capital budget
QUALIFICATIONS
Education & Experience:
  • Recent graduate (or soon to be grad) of a Post-Secondary degree in engineering
  • Must be eligible for membership in Engineers Nova Scotia as an Engineer-in-Training
  • Valid NS Driver\xe2\x80\x99s License and use of a personal vehicle, in accordance with applicable HRM policies, are necessary
Technical/Job Specific Knowledge and Abilities:
  • Knowledge of the principles and practices of municipal engineering
  • Knowledge of building codes and construction practices
  • Knowledge of project management principles
  • Awareness of occupational health and safety requirements
  • Knowledge in AutoCAD or other technical software
  • Design skills
Please note \xe2\x80\x93 Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer\xe2\x80\x99s discretion. WORK STATUS: Permanent, Full-time

HOURS OF WORK: 8:30am \xe2\x80\x93 4:30pm, Monday to Friday, however there is an occasional requirement for flexibility to attend public meetings, etc. in the evening

SALARY: Non-Union, $70,700 Starting Salary ($70,700 \xe2\x80\x93 $80,000)

WORK LOCATION: Various offices located in Halifax and Dartmouth, NS.
