JOB SUMMARY


Road Safety and Traffic Investigations is responsible for coordinating and directing traffic investigations, collecting, analyzing and processing traffic field data, and developing procedures to enhance safety for drivers and pedestrians through the continuous review of evolving traffic and collision patterns and the timely revision of speed limits and upgraded traffic control devices. The unit manages the implementation, monitoring, assessment, refinement and development of installation criteria for traffic control devices and safety initiatives such as the Community Safety Zone Program and Adult Crossing Guard Program to maximize their effectiveness, and is responsible for the investigation of fatal collisions to determine the role of the road and its infrastructure in the cause or severity of those collisions. You are responsible to provide engineering expertise and project management related to road safety practices and engineering countermeasures that support the reduction of fatal and major injury collisions within the City. You lead the development, implementation and evaluation of engineering-based road safety initiatives identified in the City\xe2\x80\x99s Road Safety Action Plan and respond to inquiries and provide input on various transportation projects from the road safety perspective.

EDUCATION AND EXPERIENCE


Completion of 4 year university degree in Engineering, preferably Civil or Transportation Engineering. Minimum of 5 years of related experience in transportation engineering, specifically in a traffic safety environment, including a minimum of 2 years of project management experience.

CERTIFICATIONS AND LICENCES



Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)
Road Safety Professional Level 1 (RSP1) from Transportation Professional Certification Board

KNOWLEDGE


  • Thorough understanding of the Safe Systems Approach to Road Safety;
  • Road safety engineering and human factors concepts;
  • Methods used in gathering, analyzing and evaluating transportation data including collision data;
  • Project management techniques and planning tools;
  • Transportation Association of Canada (TAC) CRaSH Series, including the Road Safety Audit, In-Service Road Safety Reviews and Network Screening guidelines;
  • AASHTO Highway Safety Manual;
  • Ministry of Transportation\xe2\x80\x99s (MTO) Ontario Traffic Manuals and Roadside Safety Manual;
  • Ontario Highway Traffic Act;
  • TAC Geometric Design Guide and MTO geometric design manuals;
  • Manual of Uniform Traffic Control Devices (Canada and United States);
  • Roadway design, traffic operations, traffic control signals, traffic calming, signage and pavement markings;
  • City of Ottawa Official Plan, Transportation Master Plan, Pedestrian Plan and Cycling Plan;
  • Knowledge of the City\xe2\x80\x99s Transportation Impact Assessment Guidelines;
  • Corporate, departmental and branch policies and procedures;
  • Computer literacy in applications such as MS Office Suite, project management, GIS, road design, and data analysis applications;
  • Knowledge of municipal, provincial and federal government structure and jurisdictions relating to transportation matters;
  • Legislation, by-laws, policies, regulations, guidelines and operational procedures relevant to road safety
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.
