Job Description


Toronto Arts Foundation (TAF) in partnership with the City of Toronto\xe2\x80\x99s Economic Development and Culture (EDC) Division, is seeking a qualified consultant or consultant team (the Supplier) to develop and implement a public consultation and engagement process that will inform the development of a new culture plan, Action Plan for Toronto\xe2\x80\x99s Culture Sector (2024 \xe2\x80\x93 2034).

This plan will set out an ambitious vision to strengthen Toronto\xe2\x80\x99s cultural sector and ensure that residents in all corners of the city have opportunities to engage with culture. The plan will also speak to how culture can advance broader city-building priorities in Toronto, such as planning for complete, liveable communities; advancing reconciliation and justice; and contributing to environmental sustainability, among others. To develop the new culture plan, EDC has partnered with Toronto Arts Council (TAC) and Toronto Arts Foundation (TAF) to engage external stakeholders and members of the public to seek input on the plan.

The Supplier will be responsible for planning and delivering a comprehensive public and stakeholder engagement process to inform the development of the culture plan. Engagement for the culture plan will gather feedback related to a broad range of arts and culture sectors and must be inclusive of the voices of Black, Indigenous and equity deserving communities. \xe2\x80\x9cCulture\xe2\x80\x9d is defined broadly within this document to include the arts, museums/cultural heritage sites, and film and entertainment industries.

The Supplier will be asked to deliver public engagement activities that take a decolonized and intersectional approach that builds relationships and actively engages equity deserving communities, the public and sector stakeholders in manners that make sense for the unique needs of each community. Suppliers are strongly encouraged to submit proposals as teams that include consultants with experience and expertise in engaging with Indigenous, Black and equity-deserving communities.

Requirements: The Supplier or Supplier project team should have the following qualifications, which should be demonstrated in their Proposal:

  • Extensive experience leading complex community engagement processes
  • Extensive experience working on relevant projects in Toronto and/or strong understanding of Toronto\xe2\x80\x99s local context
  • Multi-disciplinary expertise in innovative public community participation processes
  • Project Management
  • Facilitation, both of in-person and online meetings
  • Conflict resolution and strong communication skills, both written and oral
  • Survey and/or public opinion polling design and execution
  • Communications strategy development and execution
  • Public consultation process design and implementation
  • Creative visualization and graphic techniques
  • Experience in and an understanding of the arts and culture/cultural heritage sector, including
  • Preparation and design of AODA-compliant meeting materials and coordination of meeting supports
  • Engagement data management, analysis and reporting and preparation for publishing
  • Development and delivery of briefings and reports to senior executives / officials
Preference will be given to Suppliers who form teams that include those with experience and expertise in engaging with Indigenous, Black and equity-deserving communities.
