Position Summary
Reporting to the Manager of Emergency Preparedness & Business Continuity, this position will assist in ensuring that the City of Regina is equipped with the appropriate resources and is prepared to deal with any and all types of disasters (natural or human induced), that may jeopardize the municipality\xe2\x80\x99s ability to sustain essential services.
The Emergency Preparedness Specialist will have the opportunity to work with different functional areas of the corporation, building a broad base of municipal emergency preparedness knowledge and expertise.
The Emergency Preparedness Specialist will facilitate, and coordinate training programs related to Emergency Preparedness to ensure corporate and regional preparedness. Duties & Responsibilities

Emergency Planning:
  • Assist management in the development, implementation, maintenance and on-going evaluation of the City of Regina Emergency Response Plan, ensuring the coordination and utilization of resources from all management levels and areas of the City, consultants, vendors and auditors including external input from provincial and federal authorities.
  • Review the corporate status of emergency preparedness as related to Prevention, Mitigation, Response and Recovery and provide recommendations to management as necessary.
  • Support collaborative processes that integrate existing and future divisional plans and associated external stakeholder plans.
  • Conducts regular risk assessments to identify potential hazards or threats and develops plans and strategies.
Emergency Preparedness:
  • Support management in maintaining the Emergency Operations Center in a state of constant readiness.
  • Support the Emergency Operations Center during response to any disaster, emergency or major business
  • Support the Mobile Command Post and emergency site operations in coordinating with the emergency operations center.
  • Function effectively in a fluctuating and evolving virtual emergency operation
  • Support Emergency Social Services management in the facilitation of evacuee care and coordination.
  • Support the coordination of the corporate trunked interoperable radio system.
Education, Training and Exercise:
  • Supports management in the development and implementation of periodic functional reviews and exercises of disaster and non-disaster situations to assist in the evaluation of emergency preparedness plans.
  • Assist in the preparation, execution and validation of emergency preparedness training programs which includes facilitating and coordinating the development of both task-specific and general knowledge training to ensure an acceptable level of preparedness.
  • Deliver Incident Command System Training to enhance interoperability and support a unified approach amongst partner agencies.
  • Develops and delivers public education and awareness materials.
  • Designs and develops multi-agency table-top, functional and full-scale exercises in collaboration with stakeholders.
General Duties:
  • Collaborate on the design of business proposals for project management initiatives and costing for various
  • Research innovative methods for achieving emergency preparedness objectives that support the corporate mission and vision statements.
  • Monitors and assesses developing or imminent events to determine and recommend proactive measures
  • Function in a manner that satisfies applicable sections within The Emergency Measures Bylaw and The Emergency Planning Act.
  • Assist with Notify Now or City of Regina Mass Notification System
  • Liaise with the Business Continuity Coordinator on matters related to Emergency Preparedness
  • Act as the Manager of Emergency Preparedness and Business Continuity when required
  • Perform other related duties as required. Education & Experience
The education and experience may be obtained through either the completion of a University Degree in Emergency Preparedness/Management, Risk Management, Business or Public Administration, Planning or related field with an emphasis on emergency planning / risk management or Certification as a Certified Emergency Manager (CEM) from the International Association of Emergency Managers (IAEM) or similar association, coupled with 2 to 3 years of experience.
Training in and understanding of the Incident command system (Level 100 minimum, preference will be given for higher levels).
Successful completion of a Provincial Certificate in Basic Emergency Management an asset.
Experience in municipal emergency planning an asset.
Preference will be given to candidates with proven command experience who have participated in emergency. Knowledge, Skills & Abilities

  • Thorough knowledge of current and future emergency planning trends.
  • Extensive knowledge of disaster/emergency planning and management principles, best practices and processes.
  • Knowledge of the internal operation of all municipal divisions, police services, fire services, emergency medical services, public works, emergency social services, volunteer agencies and related regional/provincial organizations involved in emergency planning and disaster services.
  • Ability to formulate and develop effective programs and training related to all phases and functions of emergency preparedness.
  • Ability to foster and maintain effective internal/external relationships with associated stakeholders. Demonstrated ability to maintain a high level of confidentiality.
  • Highly developed organization and interpersonal skills.
  • Knowledge of and ability to use project management processes, in order to manage multiple projects and portfolios concurrently.
  • Demonstrated effective problem-solving attributes.
  • Ability to facilitate meetings and workshops with multiple stakeholders.
  • Knowledge and ability in the utilization of adult learning principles, theories and techniques.
  • Ability to work independently and prioritize work, self-motivator with attention to detail and respect for deadlines.
  • Ability to write reports for senior management.
  • Demonstrated ability to communicate both orally and written. Working/Other Conditions
  • Must possess a valid class 5 Driver\xe2\x80\x99s License and vehicle. Kilometer reimbursement will be provided.
  • May be required to be on \xe2\x80\x9cstand-by\xe2\x80\x9d, work overtime and respond to emergency situations as required.
