Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Reporting to Shared Health Emergency and Continuity Management\'s Manager, Provincial Emergency Preparedness, this position collaborates with the HSC Executive Team and receives direction from the HSC Chief Operations Officer to provide best practice for HSC\'s Emergency and Continuity Management (ECM) activities.

Working as part of a team, the ECM Specialist will anticipate and respond to events that threaten continuity of health services delivery at HSC. These events include any events that impact the standard of patient care, high media interest, clinical and non-clinical functions, natural disasters such as extreme weather and flooding, public health emergencies; mass casualty incidents; environmental emergencies and critical infrastructure failures. The position maintains emergency response plans, conducts simulation exercises, liaises with key stakeholders and programs, and monitors and assesses potential risks and vulnerabilities. In the event of an extraordinary circumstance, threat, or any situation that has the potential to compromise normal operations, the ECM Specialist provides guidance and support to HSC in their activation and coordination of all resources necessary to sustain mission critical health service activities. Depending on the scope and complexity of the circumstance or threat, HSC may activate an Emergency Operations Centre and use the Incident Command System to support planning, response, and recovery efforts.

As the Emergency and Continuity Management Specialist, you will:

  • Assist with the planning, development, and maintenance of HSC\'s ECM activities, following Shared Health Emergency and Continuity Management program standards.
  • Focus on developing, revising, and testing hospital emergency colour codes and site contingency plans consistent with Shared Health ECM. Examples of contingency plans include power outages, communications or water disruptions.
  • Communicate to senior leadership information relating to hazards that could disrupt HSC operations.
  • Identify gaps or areas of opportunity in the overall emergency programing and emergency response and contingency plans to continually develop our response readiness.
  • Review communication and coordination pathways to senior management and recommend improvements.
  • Analyze and provide written reports on Critical Occurrences.
  • Organize and meet regularly with expert staff to develop, approve, and communicate emergency response plans, continuity plans and supporting documents.
  • Chair the HSC Emergency and Continuity Management committee.
  • Facilitate emergency management exercises, drills, after action reports and incident debriefings.
  • Assist Shared Health ECM in the maintenance of the Shared Health / HSC Emergency Operations Centre facilities, equipment, and resources to ensure continuous readiness for immediate activation when required.
  • Develop recovery strategies to support short-term and long-term priorities for recovery of functions, services, resources, facilities, programs, and infrastructure.
  • Conduct risk and vulnerability assessments to inform planning priorities.
  • Collaborate with Shared Health ECM to support risk mitigation efforts at HSC.
  • Communicate with HSC Executive Team on key decisions, changes and activities related to HSC\'s Emergency Operations Centre, Incident Command structure and site-specific incident plans.
  • Serve as a liaison between HSC and Shared Health on all Emergency and Continuity Management matters.
  • Work closely with ECM\'s Manager, Provincial Emergency Preparedness to oversee the HSC Administrator on-call processes are in place, including orientation, onboarding of new leaders, and updating Administrator on-call processes as standards change.
  • Perform other related duties as assigned.
Experience
  • A minimum of 3 years\' experience in Emergency Management or Risk Management activities, preferably in an acute healthcare environment.
Education (Degree/Diploma/Certificate)
  • Undergraduate degree or postgraduate qualification in Emergency Management or Risk Management discipline.
  • Clinical / Nursing experience is considered an asset.
Note: Candidates who do not have a degree but have extensive related experience or a related professional qualification will be considered.

Certification/Licensure/Registration
  • Valid Manitoba Class 5 Full Driver\'s License (or provincial equivalent).
  • IAEM Canada AEM or CEM designation would be an asset.
  • Business Continuity designation such as ABCP, CBCP, MBCP, BCI or MBCI would be an asset.
  • Canadian Risk Management designation (CRM) or equivalent would be an asset.
  • ICS 100, 200, 300 or 400 certificate designations would be an asset.
Qualifications and Skills
  • Experience in contingency planning or policy development.
  • Ability to act proactively and communicate effectively with health system leaders.
  • Ability to work as a member of a small team and collaboratively with a wide range of partners and stakeholders.
  • Capacity to stay calm and be creative in stressful emergency/high pressure situations.
  • Able to adapt to unforeseen changes in schedule interruptions.
  • Superior organizational skills and ability to meet deadlines and prioritize tasks.
  • Strong attention to detail with a thorough, logical approach.
  • Ability to synthesize a significant amount of information to identify key concepts.
  • Excellent problem solving and decision-making skills.
  • Project management skills.
  • Experience using risk management and hazard risk vulnerability processes including risk identification, qualitative and quantitative risk analysis, assessment, and recommendations for risk reduction.
  • Ability to coordinate and facilitate training and exercises.
  • Proficient in Microsoft Office Suite including Word, Outlook, PowerPoint, Excel.
  • Ability to learn and utilize various software including Emergency Management applications.
  • Experience working with databases, ability to run reports and analyze and present information.
Physical Requirements
  • This position may be required to be on call on a rotation basis.
  • Ability to respond to emergencies during work and non-working hours.
  • This position is required to work on site at Health Sciences Centre with option to work up to 1 business day per week remotely.
