Who You Are
The Knowledge and Resource Management Specialist is responsible for the efficient handling of information, knowledge, and resources within LSD. The incumbent maintains the physical library and its print and digital resources, develops collections, maintains opinions and decisions, monitors library spending, conducts legal research, and provides training sessions on the use of the available resources. Assessing the utilization of resources, and recommending changes to resources are also significant roles within this job.
Your Role
Research - performs and assists with complex research, reviews industry standards and best practices; provides reports on research results; develops and maintains a viable reference and information network to service the research needs of LSD; and possesses expertise in the use, structure and citation of legal information, including statutes, regulations, case law and other legal references.
Resource Management (Physical & Electronic) - develops and applies appropriate metrics to continually measure the quality and value of resource offerings and takes appropriate action to ensure each initiative\'s relevancy within the portfolio; evaluates and makes recommendations on resources, removes duplication, searches for efficiencies, and brings awareness to other resources outside of LSD; designs, develops and maintains library databases using advanced knowledge of indexing, metadata and information analysis and synthesis; communicates resource availability; consults with resource users for potential resource upgrades/discontinued resources.
Knowledge management - coordinates the sharing and storing of legal knowledge; defines, structures, retains, and shares the knowledge and experience of lawyers and others within the Division and external to the Division, to improve efficiency and create value. Responsible for the review of the Division\'s STOR requirements and provides recommendations for updates as required. Responsible for precedents, opinions and decisions; creates new systems, standards or approaches and interprets information where there is little or no precedent.
Training - responsible for onboarding new employees; develops, delivers and evaluates customized training options and materials for LSD on information services and research process based on best practices in adult education.
Budget management - monitors and manages a budget for resources and research tools.
Committees - active member of CALL (Canadian Association of Legal Librarians), HALL (Halifax Association of Law Librarians), sits on committees, as necessary.
Library Management - Manages policies and procedures (both electronic and physical), monitors emerging trends (i.e. AI) and best practices in systems and library technology services across Canada and internationally; reviews contracts with vendors; manages library moves; plans, designs and administers the Library\'s integrated technology systems including SharePoint and databases.
What you Bring To The Table
This may be the right opportunity for you if you have a Bachelor\'s degree, a post-graduate degree in Library Science and seven (7) years of professional library experience.
Previous public library experience is essential for this role. In addition, you have proven management, leadership and program administration skills including the ability to direct professional employees working in a team environment. You have exceptional judgement necessary for on-the-spot advice, policy interpretation and problem solving for clients.
To effectively build professional internal and external relationships, you will have strong written and verbal communication and interpersonal skills. You have an innovative approach to program delivery with strong negotiation, planning and project management skills and experience providing consultative services.
Leadership competencies required at this level of work are: Analytical Thinking, Action Management, Developing Others, Team Leadership, Effective Interactive Communication, Interpersonal Understanding, and Intercultural and Diversity Proficiency.
