Assignment Description
Summary of Responsibilities

  • Onshore
  • participate in evaluation of engineering and vessel services, with focus on diving systems, procedures, and vessel capabilities;
  • participate throughout the Dive Vessel Program Authorization (DVPA) process as a key Suncor interface with the Installation Contractor (Dive Support Vessel Contractor), with focus on safety and regulatory compliance;
  • review and approval of dive plans;
  • participate in project meetings, risk assessments, readiness reviews with installation contractor, Suncor and subcontractors (where applicable);
  • participate in the development and review of installation/construction procedures;
  • attend and participate in project site integration testing (SIT) activities as required;
  • vetting of vessel crewing matrix diving personnel competencies;
  • provide input to emergency response planning, including pandemic preparedness planning;
  • attend and monitor hyperbaric lifeboat offload from DSV, transport to the hyperbaric reception facility for testing and return to the DSV at a local NL designated marine base port;
  • advise on safety and regulatory issues affecting the diving operation, including input relating to impact of regulations to diving operations and project planning;
  • attend safety meetings and Job Safety Analyses (JSAs);
  • monitor closeout of safety issues arising from meetings, incident and suggestions;
  • act as Suncor Client Representative when requested by Suncor; and
  • any other activities as directed by Suncor.
  • Offshore
  • promote a focus on safety during vessel mob/demob activities & offshore operations;
  • ensure operations are conducted in accordance with SOR/2021-247 Canada-Newfoundland and Labrador Offshore Area Occupational Health and Safety Regulations;
  • ensure operations are conducted in accordance with SOR/2024-25 Canada-Newfoundland and Labrador Offshore Area Petroleum Operations Framework Regulations;
  • completion and submission of Canada-Newfoundland Offshore Energy Regulator (C-NLOER) "Notification of A Dive" forms;
  • verify compliance to Suncor and installation contractor's policies and regulatory requirements;
  • monitor diving operations, drills and equipment tests;
  • review equipment redundancy during system Inspection, Maintenance and Repair (IMR);
  • interview divers as necessary before / after dives;
  • assist with investigations of accidents, incidents and near misses;
  • identify and report trends which may result in incident or liability;
  • support event reporting as per C-NLOER Diving Regulation requirements (via Suncor);
  • provide input to in-field Simultaneous Operations (SIMOPS) between FPSO, IMR vessel(s), DSV, Cargo/Passenger Vessel(s), Mobile Offshore Drilling Unit, etc.;
  • act as Suncor Client Representative when requested by Suncor;
  • liaise with Project Engineers / Client Representatives to ensure offshore operations adhere to approved for construction procedures and dive support vessel contract
  • liaise with onshore back-to-back DSS to maintain clear handover and continuity between DSS crew changes, as required
  • review accuracy of offshore Daily Progress Reports (DPRs) prior to sign-off and issuance
  • active participation in daily vessel calls, with focus on safety focus and procedure compliance
  • report regular progress updates and any issues/concerns to onshore Construction Lead; and
  • any other activities as directed by Suncor.
Certification
  • valid Diver Certification Board of Canada Diving Safety Specialist (DSS) Certification; and
  • valid certifications for offshore (e.g. East Coast Medical, Basic Survival Training c/w Helicopter Underwater Escape Training, First Aid, Workplace Hazardous Materials Information System (WHMIS)).
Skills/Knowledge/Attributes
  • demonstrated knowledge in diving safety management;
  • minimum ten (10) years' experience as diver/dive supervisor with specific experience related to 'offshore diving practices';
  • demonstrated knowledge of the Occupational Health and Safety Regulations for offshore diving;
  • demonstrated knowledge of Canadian Standards Association diving standards;
  • demonstrated knowledge of International Marine Contractors Association (IMCA) diving recommended practices;
  • demonstrated knowledge of International Association of Oil and Gas Producers (IOGP) diving recommended practices;
  • familiarity with Diving Medical Advisory Committee (DMAC) Guidance Notes;
  • knowledge of dynamic positioning achieved through completion of a dynamic positioning induction course; and
  • demonstrated knowledge of marine construction management.
