Position Overview:

Reporting to the Commissioner of Public Works & Transportation Services, you will lead the planning and delivery of safe, customer-focused, and reliable transit services for the public and fleet services for the City of Saint John's fleet customers. You will be responsible for the preparation and execution of an annual business plan covering all mandated services of the Division in concert with the budgeting process. This position will ensure the services optimize community benefits, enhance sustainability of infrastructure assets, achieve performance excellence, and strengthen accountability for results.

The ideal candidate will stimulate innovation, creativity and enhanced productivity and contribute to a culture of continuous improvement as well as liaise with other levels of government with respect to special programs and funding opportunities related to Fleet and Transit services and overseeing major improvement initiatives sponsored or supported by other levels of government and other external partners.

  • Acting as a representative and spokesperson for the City in areas of responsibility.
Support the Commissioner by providing insight, guidance and support in developing policy recommendations and acting on his/her behalf when called upon.

Provide after-hours responsibility for and direction of emergency and other unplanned services as part of the 24/7 department duty manager rotation.

Ensure emergency preparedness and response, and develop supporting contingency plans. Provide advice and service coordination in emergency situations.

Key Responsibilities:

Fleet

Assure effective and efficient operation of Fleet services by:
  • Setting clear strategic direction in line with overall corporate objectives.
  • Establishing capital replacement programs.
  • Overseeing the planning, direction, administration, and supervision of Fleet operations.
  • Improving budget processes through application of realistic service costs and benefits, and best use of available resources.
  • Ensuring high standards of contract administration.
Transit

Acting as the General Manager of the transit system by leading Transit through effective communication, collaboration and innovative problem-solving, while ensuring corporate compliance with legislation, policies, and procedures, and related to key initiatives.
  • Develop annual work plans and budgets including fiscal management, revenue projections and reporting. Prepare reports and recommendations relative to the Transit Parking System for the Saint John Transit Commission and City Council.
  • Develops and implements procedures for the operation of the Transit System including annual review of operation and maintenance procedures and recommend changes where required.
  • Provides recommendations of existing and future improvements to the parking operation including managing all major Capital Works projects.
  • Responsible for the elaboration of strategies and continued growth of parking related matters as well as parking issues.
Essential Qualifications:

It is likely the successful candidate will have a university degree in Engineering, Business, or related field and a minimum of 10 (ten) years progressive experience ideally in a combination of both public and private sector with a background in management, leadership and operations.

The ideal candidate will have the following skills:
  • Analytical, problem-solving, and planning skills to implement appropriate actions, and advise and direct appropriate individuals and/or groups.
  • Facilitation, negotiation, continuous improvement, public relations, and presentation skills to advance priorities and balance objectives in a political environment, present issues and reports to Council and Committee, and represent the Department and Division on committees.
  • Leadership and human relations skills to direct, develop, motivate, and support staff; present issues and reports to senior management, Council and Committee; provide interpretation of information presented; participate in news conferences and provide information to the media and politicians; make presentations to community groups and individuals; and participate as an effective team member.
  • Ability to make complex decisions regarding program approaches, policies, and the Department's mandate, involving interpretation of legislation, regulations, policies, procedures, and scientific data which carry health, political, legal and financial implications.
  • Ability to develop solutions requiring quick responses (often with partial information) to handle crisis situations where the public may be at risk.
  • Ability to write comprehensive technical reports to Council and Committees; and policies, reports, letters, and other documents requiring complex descriptions and explanations to provincial ministries, engineering and planning consultants, developers and the public.
  • Ability to support and demonstrate the Region's values.
