Reporting to the Vice President, Internal Controls - International Banking (IB), the Director, Quality Assurance and Third-Party Risk is responsible for leading 3 main programs across the IB footprint: Quality Assurance, Third Party Risk and Insider Threat.

The incumbent is responsible for the design, operationalization and ongoing governance and sustainment of International Banking\'s testing programs managed from Toronto that support all countries where the International Banking Division (IB) operates. The Director manages a team of professionals that provide ongoing guidance and support to the various business lines, channels, and country staff with respect to testing and control matters.

In addition, the Director is responsible for Third Party Risk Management (TPRM) across IB to ensure integrated and comprehensive business controls are in place to reinforce a strong risk and control culture focusing on Third Party Risk. The role provides TPRM support to in-country business units and cross-border lines of business.

The Director is also responsible to support the execution of the Insider Threat program across IB, coordinating efforts with Corporate Security, technology, and Internal Control both in Toronto and in the countries for the enhancement of the Employee Monitoring Program.

Accountabilities:

  • Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems, and knowledge
  • Develops a thorough understanding of the business, risks, and processes with respect to testing, and keep abreast of relevant regulatory and market developments relevant to the countries where IB operates. Keeps Senior Management fully informed of any changes that may impact decision making.
  • Prepares and presents for approval of the IB Core Risks Committee the annual testing plan, informs changes to the plan on a quarterly basis to the same Committee
  • Coordinates execution of testing programs conducted on behalf of other Business Lines. Ensures that the testing procedures reflect, at a minimum, the legislative and regulatory requirements
  • Provides advice, education, and training, as necessary, to business unit personnel and other employees in respect to industry best practices and corporate policies as they related to testing matters
  • Support the implementation and execution of the TPRM program, including risk assessments, reporting and escalation, as per the Global TPRM Policy and procedures.
  • Facilitates the sharing of TPRM review recommendations and Best Practices to ensure consistent application of key internal controls, which contribute to sustained improvement of risk key performance indicators across International Banking
  • Ensures proper communication of TPRM program updates and specific training to the Internal Control teams in countries and other relevant stakeholders.
  • Participates in key meetings related to the execution and ongoing enhancement of the Employee Monitoring program, ensuring the right rules are implemented in the IB countries according to their specific privacy and internal fraud challenges.
  • Assists with the implementation of new rules in the IB countries, working with Corporate Security and Technology for that purpose. Proposes enhancements to the program based on results, incidents and other key risk indicators identified in the IB jurisdictions.
  • Provides timely reporting over the program execution to Senior Management in countries and in Toronto, including key metrics related to adherence to the program and alerts monitoring and escalation.
  • Understand how the Bank\'s risk appetite and risk culture should be considered in day-to-day activities and decisions.

Education and Experience:
  • Minimum of 5-7 years of experience in financial services
  • Knowledge of quality assurance processes; Third Party Risk in financial institutions, AML/ATF compliance experience or ACAMS certification preferred
  • Experience in designing and developing sustainable processes and process reengineering preferred
  • Knowledge in wholesale/retail banking organization and client interaction process is an asset
  • The incumbent is required to have a broad knowledge of the International Bank\'s structure, management practices, products and applications, systems, workflows and processes in order to understand and manage the compliance and AML/AFT risks posed by the various legislative regulatory requirements placed on the Bank
  • Ability to develop and implement risk management solutions.
  • Must be able to leverage the knowledge of other subject matter experts to ensure that his or her intervention results in successful, practical outcomes.
  • Excellent analytical, innovative and creative skills
  • Fluency in English and Spanish is required
  • Candidates must be willing to travel internationally periodically.
