Position Summary:
The Director of Public Works provides leadership and oversight to the Public Works Department, and advice, technical guidance, and strategies to the Chief Administrative Officer regarding public works, operations, infrastructure and green spaces. The position oversees the operations and maintenance of the Town's infrastructure including, roadways, green spaces, storm water management systems, municipal drainage, facilities management, streetlights, equipment and machinery. In addition, The Director of Public Works will be responsible for the development and management of the Public Works capital and operating budget, develop project plans, purchase supplies, allocate resources, estimate and monitor job costs, assist team members in resolving work issues, and liaise with all Town departments, developers, contractors and utility companies in coordination of services and projects.
Key Duties and Responsibilities:
• Lead, plan, and manage the Town's infrastructure and Public Works.
• Assist with strategies, implementation and planning of Parks and Recreation Capital Projects in coordination with the Director of Parks, Culture & Recreation.
• Coordinate, review and approve the work of all Public Works Capital Projects, contractors and service providers, including, engineers, public utility maintenance and construction contractors, landscape contractors, tree maintenance and renewal contractors.
• Communicate with the Director of Water & Wastewater and Director of Parks, Culture & Recreation daily to coordinate similar projects and repairs.
• Monitor developments related to Public Works matters, evaluates their impact on Town operations, and policy and procedure improvements.
• Oversee all landscape, driveway inspections, to ensure compliance of developer and Town of Pilot Butte standards.
• Develop policies, procedures and programs for roads, green spaces, streetlights, drainage and garbage collection.
• Assist the CAO on new town policies and procedures.
• Co-ordinate, review and approve the work of the Town's contract Engineer and a wide variety of independent service providers, including traffic engineers, waste collectors, public works maintenance and construction contractors, public utilities maintenance and construction contractors, landscape architects and landscaping contractors, tree maintenance contractors and others.
• Assume responsibility for establishing and maintaining effective communication and coordination with a variety of Town and community stakeholders.
• Assume responsibilities for maintaining effective business relations with customers and external contacts.
• Assume responsibility for establishing and maintaining effective communications and working relationships with Town staff and with Management.
• Provides leadership and works with department staff to develop and retain highly competent, customer-oriented staff through selection, compensation, training and day-to-day management practices.
• Advise Council, CAO, town residents, staff, contractors and others on departmental issues.
• Assembles necessary resources to solve a broad range of problematic and service delivery problems in the delivery of public works services.
• Approve invoices for payment to third-party vendors.
• Develop, implements and monitors short and long-term plans, goals and objectives focused on achieving the Town's mission and Council priorities. Prioritize, schedule and implement projects and workloads.
• Direct the development of and monitors performances against the annual department budget.
• Manage and direct the development, implementation and evaluation of plans, policies, systems and procedures to achieve annual goals, objectives and work standards.
• Represent the Town in negotiations with other agencies, utilities, groups and individuals on a wide variety of issues pertaining to public works and public utilities.
• Assists in the development of specifications and bid documents for a variety of public works and public utilities-related designs, construction and maintenance projects.
• Recommend contract awards, negotiates contract provisions and coordinates, reviews and approves contractor's performance.
• Develop Operational standards for safe workplace consistent with The Saskatchewan Employment Act and Regulations and the Occupational Health and Safety Regulations.
Required Knowledge, Skills, and Abilities:
• An in-depth knowledge of municipal infrastructure operation, maintenance, green space management, construction and public works.
• Strong leadership, supervisory and human resource management skills are required. Including the ability to delegate, handle difficult situations and make sound and timely decisions.
• Strong financial management skills: including the ability to develop and monitor budgets and to achieve maximum benefit for each dollar spent.
• Ability to effectively organize work and establish priorities.
• Ability to establish and maintain a high degree of public confidence and public relations.
• Strong interpersonal and communication skills, both verbally and written.
• Ability to compose routine and sometimes technical documents.
• Effective and creative problem-solving skills are required; and
• Ability to effectively represent the interests of the Town.
• Necessary skills to operate heavy equipment such as a tractor, skidsteer and loader.
• Operate and maintain heavy equipment, small hand tools, lawn and garden equipment and always maintain and be aware of safety policies and procedures.
• Drivers Abstract required.
• Valid Class 5 Driver's License required
• Criminal Record Check.
Education and Experience:
• Bachelor's degree or College diploma in environmental/civil engineering or an equivalent combination of experience and training.
• 6 to 8 years of direct work experience in public works, utilities and green spaces.
• Previous management experience in a public works, utilities environment and green spaces.
• Strong knowledge of theory, principles, practices and techniques of public works, traffic engineering, utilities maintenance functions and green spaces.
• Strong understanding of the principles and practices of public administration, including budgeting, purchasing and the maintenance of public records and the Town's personnel rules and policies.
• Strong working knowledge of the principles and practices of management and supervision.
• Strong understanding and commitment to customer service and public relations.
• Ability to plan, direct and integrate broad, comprehensive public works and utilities programs and activities.
• Ability to analyze complex engineering and maintenance issues and problems.
• Ability to evaluate alternative solutions and develop sound conclusions, recommendations and courses of action.
• Ability to present proposals and recommendations clearly and logically in public meetings.
• Ability to evaluate management practices and adopt effective courses of action.
• Ability to develop clear, concise and comprehensive technical reports, correspondence and other written materials.
• Must exercise sound, expert independent judgment within general policy guidelines.
• Ability to establish and maintain effective working relationships with the Council, staff, private and community organizations, developers, contractors and others encountered in the course of work.
• Strong understanding of the Saskatchewan Employment Act and the Occupational Health and Safety Regulations.
Working Conditions:
• Limited travel may be required.
• Regularly deal with simultaneous multiple demands which must be attended to "on the spot".
• Regular peak periods requiring an accelerated work pace with deadlines creating pressure.
• Ability to attend and conduct presentations.
• Manual dexterity required to use desktop computer and peripherals.
• May be required to respond to emergency situations.
• Working conditions contain moderate risks which require planned safety precautions for limited periods of time.
• May be subjected to inclement weather when conducting site inspections.
• May be exposed to hazards associated with the construction industry.
• Occasional exposure to unpleasant conditions such as dust, dirt, noise, fumes, noxious odours, heat, and cold.
• Occasional exposure to infectious disease and the requirement to use personal protective equipment and hygiene practices.

Pay: $85,600.00-$107,000.00 per year
