Position Overview:
The Director of Lands, Infrastructure and Planning provides senior leadership and strategic oversight for all lands, housing, infrastructure, taxation, and emergency management functions. Reporting to the Executive Director, the Director ensures programs and services are well-managed, properly resourced, and aligned with the Nation's goals. The Director directly supervises the Lands Manager, Housing Coordinator, and Public Works Supervisor.

Responsibilities
1.
Leadership and Department Financial Oversight
Provide direct supervision, mentorship, and support to the Lands Manager, Housing Coordinator, and Public Works Supervisor
Ensure the alignment of lands, housing, and infrastructure operations with the Nation's strategic plan
Establish performance goals, conduct evaluations, and support staff development
Promote teamwork, accountability, and effective communication across all service areas
Prepare, manage, and report on departmental budgets and project funding
Monitor expenditures and ensure compliance with funding agreements
Support audits, reporting, and funding proposals for departmental programs
Ensure accurate and timely reporting to Chief and Council, the Executive Director, funders, and regulatory bodies
Maintain compliance with all applicable laws, regulations, and funding requirements
Ensure departmental compliance with federal, provincial, and Nation laws
Other duties as assigned by the Executive Director

Lands Management
Oversee implementation of the Nation's Land Code, laws, and policies
Provide high-level direction for land administration, including ATRs, leases, permits, and land registry functions
Support the Lands Manager in land-use planning, negotiations, and sustainable development initiatives
Ensure compliance with environmental, legal, and regulatory requirements

Housing Program Oversight
Provide oversight for the development, maintenance, and administration of housing programs
Ensure housing policies are updated, implemented, and followed
Provide project leadership for nation owned housing construction, renovations, inspections, and capital projects
Ensure CMHC, ISC, and other housing program requirements and funding agreements are completed according to contract terms
Support development of housing policy and long-term housing plans
Ensure that housing services remain safe and culturally appropriate

Infrastructure and Public Works
Oversee operations and maintenance of community infrastructure including roads, water, sewer, waste management, and community buildings
Ensure the Public Works Supervisor has clear direction and resources to manage daily operations
Provide leadership for capital infrastructure projects from funding to completion
Ensure infrastructure services meet health, safety and environmental standards
Coordinate with contractors, engineers, and utilities as needed
5.
Emergency Management
Lead the Nation's Emergency Management Program and planning efforts
Ensure departmental staff are trained and prepared for emergency response
Coordinate with regional and federal partners to ensure a coordinated safety response
6. Tax Administration
Act as the Nation's Tax Administrator under the First Nation's Fiscal Management Act
Oversee taxation policies, property tax rolls, developmental cost charges and revenue collection
Ensure transparent reporting and compliance with the FN Tax Commission and other regulatory bodies
7. Community Engagement
Liaise with members on land, housing, taxation, and infrastructure issues
Lead community information sessions and engagement efforts on land and housing related matters
Represent the department in meetings with Council, members, and external agencies

Confidentiality & Ethical Practices:
Maintain strict confidentiality of all personal and sensitive employee information, including records, disciplinary matters, and grievances
Adhere to ethical guidelines and the WWKN's standards in all HR-related activities
Qualifications:
Post-secondary education in Land Management, Civil Engineering, Housing Management or a related field. Equivalent work experience will be considered
Minimum 5 years of experience in lands, housing or infrastructure management, preferably with a First Nation government
Significant experience supervising and leading a team
Proven ability to manage complex programs and capital projects
Experience in construction project management would be an asset
Strong grant writing, program reporting, and fiscal management skills
Good knowledge of federal and provincial programs supporting Indigenous communities is an asset
Ability to work effectively in a collaborative, team-based environment
Effective communication and organizational skills
Ability to work independently and manage multiple priorities
Valid Class 5 Driver's License and access to a reliable vehicle
Criminal Record Check is required
Advanced working knowledge of MSOffice Suite including but not limited to, Word, Excel, Outlook, PowerPoint virtual meeting platforms including Teams, Zoom.
Strong interpersonal skills with the ability to build relationships and collaborate with staff, community members, leadership, and external partners
Excellent written and verbal communication skills

This position is nominally scheduled to work Monday to Friday dayshift, 8:30-4:30pm with a 1-hour unpaid lunch but will often require flexibility with occasional evenings and weekend meetings. This is a salaried position and exempt from overtime. This role is a combination of in office and on-site inspections and meetings.
