The unit leads on providing global Accounting, Finance, Grant Finance & Compliance, Global Risk, Assurance & Fraud, Contracting and Procurement, Facilities Management, and Information Management and Information Technology (IM/IT). Director, Grant Finance & Compliance
to be based in
Ottawa, Canada,
working hybrid 2 days/week in-office.
About you
You are someone with a minimum of 10 years of progressive experience in grant financial management, donor compliance, or project accounting, including at least 5 years in a leadership role managing staff, in a global not-for-profit environment. You have a recognized accounting designation (CA, CMA, or CGA) or equivalent and preferably experience with institutional donors such as Global Affairs Canada (GAC), FCDO, USAID, European Agencies, DFAT, and other major institutional donors. You have solid experience developing policies, procedures, and documentation.
You are someone who can set short-term and long-term priorities for teams, interact and coordinate with senior leadership and teams within the organization and an aptitude to prioritize and execute tasks in a high-pressure, multi-project and matrix environment. You have demonstrated strong analytical skills for problem-solving, business process improvements, and systems designs.
Fluency in English is required. French will be considered an asset.
About the role
This role focuses exclusively on grant-specific financial management, distinct from corporate finance, and covers financial proposals, grant-based budgeting, reporting, project financial management, and compliance for a multi-year grant portfolio of approximately CAD 500 million.
In this role you will:
Grant Financial Management
Oversee development and approval of donor budgets and financial proposals that are realistic, compliant, and aligned with NI's cost-recovery standards.
Ensure donor financial reporting, forecasts, budget realignments, and close-outs are accurate, timely, and consistent with donor requirements, with a focus on full budget utilization.
Lead donor audit processes, ensuring preparation, minimizing expenditure disallowances, and managing findings to resolution.
Direct and monitor the application of compliance frameworks, ensuring alignment with NI's policies, internal controls, donor-specific terms, and expenditure eligibility requirements.
Project & Portfolio Support
Provide strategic financial leadership in program portfolio and project status reviews, proactively addressing risks, mitigation strategies, and budgetary variances, and escalating material issues to senior leadership in a timely manner.
Oversee development of balanced, costed multi-year workplans aligned with donor terms and conditions and appropriately resourced to support delivery of intended program outcomes.
Direct development of financial analysis, tools, and systems that enhance program visibility, enable scenario planning, and provide executive-level decision support for high-quality project execution.
Ensure partnership agreements embed donor flow-down clauses and NI's required controls, based on partner capacity assessments and associated risks.
Strengthen institutional capacity by directing training and coaching for program teams and implementing partners on finance and compliance.
Financial Systems, Budgeting & Controls
Ensure accurate reconciliation and integration of grant financial data across NI's systems (NICOR ERP, budgeting platforms, etc.).
Align multi-year grant budgets and forecasts with operating budgets, donor workplans, commitments, and financial projections.
Establish and maintain standard templates, procedures, and system controls to ensure consistency, accuracy, and compliance across budgeting, reporting, and grant finance operations.
o Collaborate with Corporate Finance on Annual Operating Budget compilation and validation, external audits, corporate reporting, and ensure timely inputs for month-end and year-end closing within NI's financial systems. o Contribute to the design and implementation of new systems, processes, and corporate transformation initiatives to strengthen financial management, data integrity, and operational efficiency.
Approve expenses, contracts, and payment releases in line with NI's Delegation of Authority matrix.
Team Leadership
Lead, develop, and support Senior Managers and Compliance Managers by setting clear priorities and performance objectives, and allocating staff resources across grants, program portfolios, and NI departments to meet evolving organizational needs.
Provide guidance and decision-making support on complex or escalated financial and compliance matters.
Foster a culture of accountability, collaboration, and continuous improvement across the function.
Occasional international travel to NI offices required, with trips not exceeding 2 weeks for 1-2 times a year.
