Job Description




BCIT’s Facilities and Campus Development department is currently seeking a full-time, regular (1.0 FTE) Director of Facilities Development. The Director of Facilities Development provides strategic leadership to the Facilities Development function and is responsible for the design development and construction of major capital projects of varying complexity and size. Represents the Institute as client and owner in key contractual relationships regarding risk, law, performance and regulation. Leads technical investigations and oversees tenant improvements. Represents the Institute with jurisdictional authorities and other stakeholders.

Duties & Responsibilities
DUTIES & RESPONSIBILITIES:

  • Participates as a member of the VP’s leadership team, providing input into the department’s overarching strategies, and sharing responsibility for achievements and success. Collaborates with the Campus Planning & Facilities (CPF) leadership team on strategic and tactical planning of future needs for facility design, new construction, capital renewal and improvements; participates in the development and implementation of the Campus Plan and Capital Renewal Plan.
  • Provides strategic advice to the VP and the Senior Team relating to the use of facilities, capital renewal and major capital projects and related services at all campuses; provides recommendations to the Senior Team and the Board of Governors on the appropriate development strategies and services for the BCIT community. Reports on risks, opportunities, achievements, and key initiatives. Participates as a member of designated committees and groups, providing strategic input.
  • Responsible for the design development and construction of major capital projects of varying complexity and size. Directs assigned staff, consultants and contractors in terms of project budget, schedule and scope and communicates with internal and external stakeholders, ensuring deliverables are achieved.
  • Oversees and leads the review, analysis and preparation of major facilities development project plans for viability, budget, scope, schedule and compliance; guides the day-to-day delivery of major capital development projects for facilities expansions, new building developments and replacements, and leads a team that initiates, supervises, coordinates and reports on major design and construction of new structures and facilities.
  • Develops and maintains strong working relationships through effective communication and professional project management practices with jurisdictional authorities, regulatory bodies, municipalities, stakeholders and industry partners.
  • Leads the strategic implementation of targets and measures, devises an appropriate and successful organizational structure, and analyzes future demands, resource capacity and skill sets. Develops and implements procedures, methods, and standards, ensuring controls are created and followed. Fosters operational efficiency, collaboration, ensures and monitors compliance, and mitigates risk.
  • Collaborates with Procurement, and other appropriate departments, ensuring that all tenders, RFPs and other procurement practices are fulsome, strategic, and coordinated, enabling optimal results.
  • Oversees and approves the capital and operating budget for the portfolios; authorizes expenditures and allocates scarce resources; ensures financial plans and program structure(s) are in place to support the provision of on-target services.
  • Oversees and leads staff responsible for technical investigations, such as seismic studies, structural analyses, environmental and geotechnical surveys.
  • Leads review and approval of proposed Tenant Improvements; coordinates hazardous materials reporting and responsibilities.
  • Participates in professional organizations and associations, maintains appropriate professional designations and keeps current on state-of-the-art initiatives in facilities design and development within post-secondary education, competing environments, and related and affiliated business environments. Anticipates and analyzes technology trends, and assesses the impact of emerging technologies.
  • Keeps abreast of political, economic, social and educational trends that influence the effective implementation and ongoing success of the Institute’s facility design and development strategies.
  • Manages directly and indirectly reporting staff, overseeing and participating in selection, coaching, mentoring, development, performance management and all other people-management practices.


Qualifications
QUALIFICATIONS:
  • Master’s Degree in Architecture or Engineering combined with the relevant professional designation in BC.
  • Project Management (PMP) designation is an asset.
  • Minimum 10 years’ experience at progressive levels of responsibility in strategic facilities major project development and management, preferably within the public sector.
  • An equivalent combination of education and experience may be considered.
  • Expert knowledge of the concepts, theories, principles, practices and methods of facilities planning, land use, design and construction.
  • High degree of business acumen, with strong skills in developing strategy and managing change.
  • Excellent analytical skills with ability to apply sound judgment in interpreting analytical findings, problem solving, evaluating courses of action, and decision making on complex financial matters.
  • Excellent interpersonal, collaboration and conflict-resolution skills to establish and sustain relationships across all levels, and throughout discussions on priority, budget, schedule and scope.
  • Excellent written and verbal communication and presentation skills with ability to act as strategic advisor to senior leaders and the Board, promoting effective decision making.
  • Strong leadership skills and ability to manage a team of reporting leaders and professionals; ability to build a strong collaborative and professional team-based environment.
