Job Duties
As a member of the Human Resource Leadership Team (HRLT), the Director, Employee Relations is responsible for leading the strategic labour relations and employee relations for Saskatchewan Polytechnic. The Director, Employee Relations has direct responsibility for developing, enhancing and implementing a variety of progressive employee relations strategies, managing the organization’s collective bargaining and grievance process, and assisting in the ongoing development and implementation of various policy initiatives designed to assist the organization in effectively managing its human resources.
Nature and Scope

This position can be based at any of Saskatchewan Polytechnic locations, requiring travel provincially. The Director, Employee Relations has no direct reports but assists in guiding the HR Advisory Services team as it relates to employee relations. This role reports to the Associate Vice President, Human Resources along with three other Directors, one manager, a Respectful Workplace Consultant and an EA.
As a member of the professional HR team, the Director will act as both an internal consultant to management employees on general employee relations matters and the key HR contact on labour relations issues and strategies. The Director will also provide functional direction and leadership on labour relations to the HR team and to out-of-scope managers across Saskatchewan Polytechnic locations.

QUALIFICATIONS, SKILLS, ABILITIES AND EXPERIENCE

Specific Accountabilities
Strategic Employee Relations Leadership
  • Identify current and emerging labour relations issues and develop strategies and programs to ensure Sask Polytech’s long-term needs.
  • Provide leadership to the collective bargaining process and oversee the development of proposal packages as well as the administration of the bargaining process.
  • Provide advice and counsel to Sask Polytech leaders on labour relation matters that might impact initiatives and operational changes taking enterprise risk into consideration.
  • Develop and utilize labour relations analytics to inform decision making and strategies.

Operational Employee Relations Leadership
  • Provide leadership to the dispute resolution processes outlined in collective agreements and labour legislation including the grievance process, arbitrations, mediations, and Labour Board hearings.
  • Assist with the development and empowerment of the HR team with relation to labour relations competencies.
  • Ensure any required reporting or information sharing related to labour relations is maintained.
  • Maintain the labour relations budget including regular expenses as well as those related to arbitrations and collective bargaining.
  • Assist with the development of internal leadership training as it pertains to employee relations.
  • Develop and maintain employee relations-based policies and procedures to ensure the consistent application.

Relationship Management
Internal:
  • Partner with other internal leaders as the advisory expert for employee relations matters.
  • Participate in various committees or councils both at the leadership level as well as functional.
  • Ensure a close communication and collaboration with other directors within the HR team.


External:
  • Develop and manage positive, problem-solving relationships with the leadership of both unions.
  • Act as a key point of contact with Sask Polytech’s legal counsel on employee relations matters.
  • Develop and manage relationships with appropriate government departments and agencies and other organizations in the employee relations field.


Duties


Required Qualifications, Skills and Abilities (QSA)
A relevant degree or diploma, ideally combined with additional training in collective bargaining and grievance/arbitration processes. Senior level experience (minimum of five years) in employee and labour relations with a large organization as well as demonstrated knowledge of progressive employee relations practices and relevant labour relations legislation. Combinations of education and experience will be considered.
