Arkfield is seeking an experienced, motivated and creative Low-Rise Residential Development Manager to oversee the planning, execution, and delivery of low-rise residential subdivision and master-planned community projects in the GTA. The ideal candidate will have a strong background in real estate development, project management, and regulatory compliance within the Ontario market. This role requires a strategic thinker who can manage cross-functional teams, coordinate technically across all disciplines, navigate municipal approvals, and ensure projects are completed on time, within budget, and to the highest quality.
The Development Manager will work closely with the asset management, construction, and sales teams while maintaining ownership and accountability for project performance. This is a hands-on, leadership-oriented role suited for someone who can operate with a high degree of independence while fostering strong relationships with internal and external stakeholders.
Low-rise projects include subdivisions across Ontario, spanning infill subdivisions to master-planned communities that include townhouses, semi-detached, and fully detached homes. Arkfield's fully integrated model covers every project stage: underwriting, entitlement, development, construction, and sales and marketing, with the development team being the key driver for project progress and the conduit between internal teams for ensuring smooth transitions for each stage and driving success of the project across its full lifecycle.

As a member of this team, your key responsibilities would be:
Project Planning and Feasibility:
Conduct due diligence, feasibility studies, and market analysis for potential low-rise residential developments.
Collaborate with internal teams and external consultants to develop project concepts that align with zoning bylaws, official plans, and urban development guidelines.
Approvals and Permitting:
Lead the application process for municipal approvals, including Official Plan Amendments, Zoning By-law Amendments, Plans of Subdivision, Site Plan Approvals, Committee of Adjustment, Building Permits, and other applications for all other authorities having jurisdiction.
Liaise with Municipal officials and other stakeholders to expedite approvals and resolve zoning variances or appeals through bodies like the Ontario Land Tribunal (OLT).
Detailed Coordination:
Review and summarize various technical documents (planning, engineering, legal, financial, etc.) to evaluate concerns and opportunities and assist in their preparation and revision.
Engage in market research and analysis to understand potential homebuyer segments and competing products to inform product offering, pricing, and demand.
Review site and building drawings and statistics to validate pro-forma analysis as well as provide constructive site plan and product design input.
Coordinate detailed engineering designs and assist with the tender, evaluation, award, and administration of earthworks, site servicing, utility, and landscape contracts for low-rise developments.
Budget and Financial Management:
Prepare and manage project budgets, including cost estimates for land acquisition, construction, and marketing. Interact with internal teams to ensure financial and non-financial inputs and assumptions are current and accurate.
Provide input on the pro-forma and other models to evaluate options pertaining to home pricing, product mix, concept plan, etc., to help inform both project visioning as well as subsequent development applications, sales launch, construction start, and other relevant recommendations.
Review, track, and provide updates on overall project budgets and schedules (including cash flow forecasts, variance analysis, invoice processing, partner reporting packages, etc.) and assist with loan draws and other elements of construction financing.
Team Leadership and Coordination:
Supervise multidisciplinary teams, including internal staff and external consultants. Foster collaboration to ensure seamless project execution from pre-construction to handover.
Assist Sales & Marketing and Construction, respectively, in the lead-up to sales launches as well as construction starts. Maintain collaboration throughout the sales and construction process.
Assist with acquisitions, including initial site identification and analysis, preparation of offers, and subsequent due diligence.
Project Management and Reporting:
Accurately monitor and report on internal and consultant progress to track performance and ensure responsibilities and deadlines are being met.
Prepare financial and non-financial reports and presentations for the team and/or internal stakeholders.
Identify potential risks (e.g., supply chain delays, market fluctuations) and develop mitigation strategies. Provide regular progress reports to senior management and stakeholders.
General
Research specific political, regulatory, and market trends to keep the business informed of potential changes within the development industry.
Work with the Development team and assist with general administration as required.
Attend site visits, off-site meetings, and council/committee meetings that may be held outside regular business hours.
Other duties within the scope, spirit and purpose of the job, as requested by management.
To succeed in this role, you will have

Bachelor's degree in Real Estate Development, Urban Planning, Civil Engineering, Architecture, Business Administration, or a related field. A Master's degree or professional certifications (e.g., PMP, RPP, LEED AP) are considered assets.
5-10 years of relevant experience in real estate development, with focused exposure to low-rise residential development.
Process orientated and proficient with project management tools.
Strong knowledge of Ontario's Planning Act, Building Code, and municipal bylaws (e.g., zoning, heritage preservation).
Ability to collaborate across technical and creative disciplines (asset management, construction, sales, marketing)
Strong interpersonal and communication skills, with sound judgment and the ability to lead projects and interact with a broad range of professionals
Exceptional attention to detail
An intellectually curious and open-minded approach to work, with the desire to be part of a team and willingness to learn.
Demonstrated ability to work efficiently under pressure while maintaining strict deadlines and timely responses.
Proven self-starter with the ability to work independently as well as part of a team.
