Job Summary
===========

Reporting to Manager, Revenue Planning & Strategy, the Development Finance Repersentative is responsible for handling and coordinating the development charge administration process, ensuring adherence to Regional Development Charge (DC) By-laws to arrive at correct development charge treatments and calculations. Additionally, this role provides accounting assistance to the investment function, as required.

Education
=========

Post-secondary degree or College diploma in Business Administration, Commerce, Finance or related field; an equivalent approved combination of education and experience may be considered.
Knowledge
=========

Experience in accounting, financial reporting, budgeting and/or process review. Experience with Public Sector Accounting (PSA) and not-for-profit accounting standards is an asset. Knowledge of external regulations, such as the Municipal Act, Development Charges Act, CICA/PSAB Handbook and all the administration and accounting of the DC program in municipalities. Completion of the municipal and finance program would be an asset.
Responsibilities
================

Oversees the Development Charges Administration Process (90% of time).

Reviews monthly DC remittances submitted by Local Area Municipalities to ensure accuracy and completeness. Calculates and prepares payment schedules for amounts owing for DCs. Prepares cheque requisitions and billings when required. Inputs DC remittances into CityView and maintains the Region's DC revenue database to accurately record collections, incentives, exemptions, and grants. Collaborates with finance, building, and planning staff at Local Area Municipalities to confirm project-specific details and ensure consistent interpretation and application of DC by-laws. Supports monthly and quarterly financial processes, including DC journal entries, bank reconciliations, revenue reporting, and forecasting. Responds to inquiries from the development community regarding DC rates, by-law interpretation, and related processes. Assists with research and data gathering for development charge-related projects, background studies, and policy updates.
Provides Support to the Investment Program (10% of time).

Prepares journal entries, undertakes reconciliations as required for the administration investment program. Assists with short and long-term cashflow forecasts. Assists in budgets and forecasts of the investment program based on trend analysis and modeling.
Perform other related duties and responsibilities as assigned or required.
