Who you are

Are you a lawyer with a minimum of 5 to 10 years\' experience, with excellent people and management skills? About the Commission Registrar and the Registry

The Commission Registrar and the Registry staff provide legal perspective on procedural matters and other legal aspects of the Commission\'s tribunal functions together with the appropriate logistic support.

What you\'ll do

The Commission Registry is looking for a Deputy Registrar who can support the Registrar in managing the administrative and procedural requirements linked to the CNSC\'s public proceedings and support Commission Members in the delivery of the Commission\'s mandate.

Key responsibilities include:

  • Provide legal advisory services to the Commission Registrar, Commission Members and CNSC staff. Support the Commission Registrar in the delivery of Registrar functions of the Commission, such as administrative processes and logistics in respect of public proceedings, to ensure effective and legally-sound operation of the CNSC\'s quasi-judicial administrative tribunal component
  • Provide functional guidance, direction and supervision to the work unit and help the Commission Registrar to manage the business direction and priorities for the Registry
  • Review legislation, regulations, and decisions to ensure that the CNSC remains current to tribunal-related best practices and administrative law requirements
Essential qualifications

Education: Law degree from a recognized university (LLB, JD, LLL, BCL) with a valid bar membership in good standing

Language requirements: Bilingual imperative with a proficiency at CBC level. If you are unsure of your proficiency level, we encourage you to take a self-assessment .

Experience:
  • 5-10 years of relevant legal practice
  • Managing a work environment that includes multiple files of challenging scope, risk, and impact
  • Conducting research and drafting practical legal risk analyses and legal opinions
  • Providing strategic legal briefings and advice
Knowledge of:
  • Principles of Administrative law, including procedural fairness, conflict of interest, and standard of review of decision of statutory bodies
  • Mandate and jurisdiction of the Canadian Nuclear Safety Commission and the Nuclear Safety and Control Act
  • Constitutional law, Charter protections
  • Indigenous law, including up-to-date knowledge on the Duty to Consult, UNDRIP, Reconciliation, etc.
  • Environmental law, including Impact Assessment Act
  • General statutory law applicable to Canadian government entities, including privacy and access to information law, official languages, etc.
Ability to:
  • Synthetize and analyze complex legal issues and identify practical applications
  • Communicate legal advice and legal risk practically and effectively, both orally and in writing
  • Work effectively under pressure with changing priorities and within tight time constraints
  • Lead a multi-disciplinary team
  • Manage multiple priorities simultaneously
  • Work in collaborative partnership with internal and external stakeholders

Asset qualifications
  • Experience providing legal and managerial support to an administrative tribunal
  • Experience providing legal advice to scientific or regulatory body
  • Experience with large-scale change management projects and/or modernization initiatives (e.g. benchmarking and implementation of best practices)
Operational Needs
  • All CNSC staff are subject to the Mobility Directive.
  • This position requires occasional travel.
  • Hours of Work: 9:00 to 17:00 EST
  • Overtime: Some overtime may be required.
