Job Summary
The
Childcare and Aboriginal Head Start Manager
reports directly to the
Director of
Education and Language
and is primarily responsible for ensuring the Nak'azdli Whut'en Childcare Centre consistently fulfills its mission and meets its organizational goals. This includes overseeing the development and successful implementation of the
Head Start
program.
The Childcare and Head Start Manager plays a leadership role in establishing and executing a long-term strategic plan that aligns with the Centre's mission, ensuring steady progress toward identified goals. Key responsibilities include program development, effective administration, and the optimal management of staff, resources, and finances. The Childcare and Aboriginal Head Start Manager will also provide financial oversight by preparing and managing budgets, and supporting the Centre's long-term fiscal planning.
Responsibilities and Duties
Childcare Program Management
Provide leadership in developing and implementing program, organizational, and financial plans in alignment with the Centre's strategic goals.
Develop a long-term vision and strategic plan to guide the Nak'azdli Whut'en Childcare Centre.
Communicate regularly with the Director of Education and Language regarding internal and external matters that impact operations.
Manage the daily operations to ensure efficiency, effectiveness, and compliance with all applicable regulations.
Develop and implement an operational plan that incorporates organizational goals and objectives.
Foster a healthy, safe, and respectful work environment in accordance with provincial and federal legislation.
Represent Nak'azdli Whut'en Childcare Centre to agencies, partner organizations, and the public.
Maintain official records and ensure full regulatory compliance.
Collaborate with staff and the Director of Education and Language to prepare and manage the annual budget, ensuring operations remain within approved financial guidelines.
Monitor monthly cash flow, administer funds, and approve expenditures within delegated authority.
Determine staffing requirements (paid and volunteer) for program delivery and organizational management.
Implement a staff performance management process, including ongoing monitoring and annual reviews.
Administer disciplinary actions and terminations in a respectful and legally compliant manner when necessary.
Monitor organizational performance and take corrective action as needed.
Stay current with applicable legislation, regulations, policies, and procedures affecting operations.
Review and recommend policy and procedural updates to the Director of Education and Language.
Assist in researching and applying for funding and help implement new programs as directed.
Attend relevant meetings related to childcare and early childhood education as requested.
Oversee building maintenance, including scheduling, contractor coordination, and capital improvements.
Draft and maintain operational policies and procedures.
Perform other duties as assigned.
Head Start Program Development
Lead the development and implementation of the Head Start program in accordance with proposal guidelines and community needs.
Design culturally appropriate programming that incorporates traditional Carrier practices with guidance from Elders.
Create family-centered activities that encourage bonding and community involvement.
Collaborate with Elders and families to identify additional services based on emerging needs.
Supervise the Head Start Coordinator and contribute to culturally relevant land-based learning initiatives.
Partner with community knowledge holders to develop a language curriculum that prepares children for Kindergarten.
Coordinate with Kindergarten staff to ensure complementary programming.
Prepare detailed reports for funders outlining program deliverables and budget use.
Conduct annual program evaluations to identify and implement best practices.
Develop and oversee the program's operational and financial budget.
Preferred Qualifications
University degree in Child Development, Education, Early Childhood Education, or a related field, or an equivalent combination of education and experience.
Minimum of 3 years' experience in a licensed childcare facility, including leadership or management responsibilities.
Effective leadership skills with a focus on mentoring, motivation, and team development.
Demonstrated success in managing partnerships and key stakeholder relationships.
Strategic problem-solving and the ability to overcome internal and external challenges creatively.
In-depth knowledge of relevant federal and provincial childcare legislation.
Understanding of challenges faced by Indigenous communities and childcare programs.
Strong fiscal management skills, including experience creating and managing complex budgets.
Knowledge of human resources practices, policies, and employment law.
High attention to detail and accuracy in all aspects of work.
Strong integrity, confidentiality, and accountability in handling sensitive information.
Proven ability in conflict resolution, negotiation, and staff management.
Excellent written and verbal communication skills.
Working Conditions
Full-time, on-site position based at the Nak'azdli Whut'en Childcare Centre.
Physical ability to walk, stand, lift, and participate in daily childcare activities.
Manual dexterity required for operating computers and related equipment.
Availability to attend staff, community, and partner meetings, including occasional evening or weekend commitments.
May involve participation in outdoor or cultural events, requiring travel within the community or region.
Hours of Work
This is a salaried position based on a 40-hour workweek without any overtime eligibility. Although regular office hours are from 8:00 am to 4:00 pm Monday to Friday, it is expected that you will work the hours needed to complete your work each day. You may also be required to carry out work on occasion outside of your normal hours of work.
