The Capital Projects & Program Unit provides strategic oversight of the Transportation Services Division\'s 10-Year Capital Program by establishing priorities to inform decisions on capital investments, ensuring those investments generate their intended benefits for the public, and advancing equitable outcomes of policies, programs and projects related to multimodal transportation infrastructure initiatives and mobility access for all.

Your role as Data Specialist - GIS will be to develop and lead data science and analysis projects using advanced data analysis, geographic information systems (GIS) and statistical methods to drive the development and evaluation of priority Divisional programs and projects.

This is an exciting opportunity to work at the cutting edge of transportation data, big data, equity data, data analytics, data science, machine learning, data visualization, and smart cities to help the City of Toronto build and operate a better, safer, and more equitable transportation network for all road users. The successful candidate will lead projects in support of critical Divisional and corporate initiatives such as the emerging Citywide Transportation Master Plan (CTMP), RapidTO Surface Transit Priority Plan, Cycling Network Plan, TransformTO, and the strategic programming and coordination of transportation capital infrastructure projects. The successful candidate will use data to track the progress and outcomes of these and other initiatives to ensure that services are delivered equitably.

The Data Specialist-GIS will report to the Manager, Capital Projects & Program Unit and will support Senior Project Managers and Senior Engineers in the unit with GIS and data analysis and management tasks as assigned.

Your responsibilities as Data Specialist - GIS generally include:

Utilizing Esri ArcGIS, ArcGIS Pro, ArcMap, ArcGIS Desktop, and QGIS to create, edit and manage geospatial data sets and maps.

Coordinating implementation of maintenance and access procedures to support users and assist with the implementation of geospatial data linkage in divisional applications.

Developing templates and building models in GIS to support consistency and replicability of reporting metrics.

Working with divisional and corporate partners on integration of divisional geospatial data with the enterprise geospatial data repository.

Working with project teams on the planning, programming, and prioritization of transportation capital infrastructure projects and corporate strategic initiatives

Working with project teams on the design, development and implementation of conceptual, logical, and physical data models and the integration of geospatial information within each.

Integrating data from external sources to support divisional data requirements.

Integrating new desktop, web and mobile GIS technologies.

Creating and editing visual content including maps, charts, and graphs. Transforming data sets, quantitative and qualitative analysis into compelling visuals/dashboards. Providing visual, technical and editorial guidance.

Developing custom tools and scripts to automate geospatial data processing tasks (e.g. ModelBuilder)

Investigating and implementing cutting edge machine learning and data science techniques to transportation use cases as needed.

Leading others in the development of mapping tasks and exporting geospatial databases into Microsoft Excel for analysis

Developing, implementing, and evaluating work plans for transportation data projects and tasks.

Leading tasks and projects related to the processing, modelling, analysis, interpretation and visualization of transportation and other spatial datasets.

Providing expertise, guidance and recommendations to end users and other stakeholders in all matters relating to GIS technologies and associated datasets.

Conducting research on novel data management, analytics, and modelling practices in transportation and spatial data science.

Assessing and keeping abreast of emerging data sources and technologies in the fields of transportation and spatial data analytics, including those with potential applications in current and future Divisional projects and programs.

Attending and presenting at conferences and technical working groups related to transportation, spatial analytics, data analysis, and/or machine learning.

Preparing reports, presentations and graphics as assigned

Attending meetings with staff; networking with other Departments/Divisions, different levels of government, consultants, contractors and vendors to assess options and determine best solutions.

Liaising with and responding to inquiries from the public, City staff, consultants, contractors, external government agencies, elected officials, etc.

Assisting in the procurement of services and goods, including the preparation of Request for Proposals/Quotations and the evaluation of bids and proposals.

Supervising, motivating and training assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

Key Qualifications

Your resume must describe your qualifications as they relate to:

Post-secondary education in civil engineering, planning, computer science, statistics, environmental sciences, geography or GIS, or a discipline pertinent to the job function, or an equivalent combination of education and experience.

Extensive experience and proficiency in GIS (Geographic Information Systems) including Esri ArcGIS, ArcGIS Pro, ArcMap, ArcGIS Desktop, and QGIS to conduct spatial analysis, geoprocessing, cartography and mapping.

Considerable experience with databases and data warehousing including organizing, compiling, cleaning, mining, interpreting, manipulating, analyzing and summarizing large, complex datasets in various formats and applications.

Considerable experience in the development, integration, support and maintenance of asset management systems including spatial data collection, data extraction and reporting, GIS analysis or metadata input and maintenance.

Experience with projects in transportation planning or engineering, traffic operations, road safety, intelligent transportation systems, sociodemographic/socioeconomic data analysis, data operations, data science, or data analytics requiring critical judgement, analytical thinking, and problem-solving with creativity, including developing and implementing actionable work plans.

Knowledge of web development, interactive visualization, interactive mapping, data product and dashboard development.

Ability to communicate both orally and in writing to diverse audiences.

Knowledge of other GIS tools/products, advanced data analytics, interpretation of data, and statistical modelling using Python, R, SQL or other equivalent tools.

Ability to work independently under minimal supervision.

Ability to supervise, mentor and motivate staff.
