Halifax Regional Municipality is inviting applications for one (1) permanent full-time and one (1) temporary full-time (up to 18 months) position of Court Liaison Officer with Halifax Regional Police. This is a bargaining unit position.

Reporting to the Sergeant in charge of Integrated Court Section, the Court Liaison Officer facilitates communication between the Halifax Regional Police and the Courts, Crown Attorneys, Probation Services, RCMP, Military Police, and outside police departments, while at all times respecting the confidential nature of the position. It is expected that the incumbent has a genuine appreciation for and understanding of protocol, discretion and professionalism, is able to accept and assume responsibility, and has the ability to interpret and make common decisions in accordance with prescribed procedures and practices of Halifax Regional Police.
DUTIES AND RESPONSIBILITIES:

• Reads files and prepares information's for Youth and Adult Prosecution
• Verifies charge wordings and grounds for selected charges
• Obtains evidence and witness materials to include with file
• Prepare files and make necessary copies for Courts, Records, and Defence
• Prepares re-summons files to keep them in the system
• Prepares, tracks, records, and files all matters relating to the Adult Diversion and Restorative Justice Programs
• Responsible to liaise with booking to prepare and administer cash bail files
• Responsible for swearing informations and replacement informations and for bringing disclosure of charge files to court
• Deals with all cell and non-cell matters which includes new charges and/or warrants and remanded persons
• Reviews all charge files and brings files that had to be returned to the attention of the Court NCO
• Receives all summons and subpoenas and other court documentation from Provincial, Supreme and Family Courts
• Receives summons from other agencies
• Maintains a registry of all incoming/outgoing documentation of above
• Maintains and controls a log of all Police Officer subpoenas, including transport of these documents to various divisions
• Distributes summons/subpoenas for service
• Frequently liaises with Prosecutor and City Legal staff
• As directed by the Court NCO process Trial Notices received from the Public Prosecution Service and Department of Justice
• Assign follow-up to members for service of Subpoenas
• Receive Call-off notices for Trial from Provincial/Supreme Court and facilitate Call-off's of all HRP/RCMP members including urgent matters
• Receive Trial Notices, Additional Witness requests from Provincial /Supreme Court and facilitate procedure pertaining to same, including urgent matters
• Scrutinize all Trial Notices received and correct errors where needed. These can require consultation with Crown Administrators and/or verifying JEINS information. Some errors can require the facilitation of a new Information
• Remedy request from Court NCO's
• Assign follow ups as directed by Court NCO
• Review charge files as directed by the Court Section NCO
• Administer Warrant tracking protocol
• Deals with the public on calls pertaining to summons questions.

SECONDARY DUTIES & RESPONSIBILITIES

• Returns finalized files then withdraws or enters the file into the system and through the courts
• Check for and locate reports, undertakings, appearance notices, orders and promise to appears
• Liaises with Crown Office and Adult Probation regarding Adult Diversion matters
• Liaises with Crown Office, Probation Services, Restorative Justice, Justice of the Peace, etc. regarding ongoing files
• Liaises with Access Nova Scotia in relation to impaired driving files
• Participates in the Restorative Justice Program and provides information to the court regarding same
• Delivers paperwork to Provincial Court and the Crown Office.

QUALIFICATIONS:
Education and Experience:

• Grade 12
• Three (3) years related experience working with court documents
• Three (3) or more years' experience working in a police or justice environment will be considered an asset

Technical / Job Specific Knowledge and Abilities:

• Knowledge of Halifax Regional Police policies and procedures
• Knowledge and understanding of the Criminal Code of Canada as well as Provincial and Municipal Statutes
• Working knowledge of Halifax Regional Police court system
• Knowledge of Versadex, Outlook, Digital Mugshot System, MS Word, MS Excel, JEINS and CPIC.
• Ability to prioritize
• Ability to focus on detail
• Ability to comprehend large amounts of material and present information concisely and accurately

Security Clearance Requirements: Before an offer is made the top candidate will be required to complete the background & security clearance process. You will be given a security & background booklet to complete and return to Human Resources. The results of the Background & Security screening are confidential and only a pass or fail result is released to Human Resources. You will be thoroughly investigated to determine your suitability to meet security clearance requirements. WORK STATUS: 1 Permanent Full-time position and 1Temporary Full-time position (up to 18 months)
HOURS OF WORK: The current daily scheduled hours for this position are Monday through Friday 7:00 a.m. - 3:00 p.m. for a total of 40 hours per week.
SALARY: $78,322.16 per year as per the Halifax Regional Police Association Collective Agreement
WORK LOCATION: 2 Chapman Street, Dartmouth. Work location can be changed according to operational requirements.
