Reporting to the Manager of Health & Safety, the COR Health and Safety Consultant will support the implementation of the Saskatchewan Polytechnic strategic plan for the Health and Safety department. The consultant will provide support, consultation, and expertise to the Saskatchewan Polytechnic community at all four campus locations in all areas of health & safety and support the implementation and continued evolution of the health and safety framework. The consultant will be a resource to all faculty, staff and students in the integration of health & safety models into existing operations, focusing on the COR (Certificate of Recognition through the Saskatchewan Construction Safety Association) requirements with the programs that are currently COR certified or looking to obtain COR certification. The Consultant will support HS&S program objectives and contribute to the Saskatchewan Polytechnic enterprise risk management model. The position will support and provide consultation and expertise to faculty and staff in implementing solutions for maintaining or obtaining COR certification.


On a daily basis, the consultant will liaise with internal and external stakeholders and clients, internally from local area faculty and staff and externally with industry stakeholders or other post-secondary institutions.


QUALIFICATIONS, SKILLS, ABILITIES AND EXPERIENCE

Specific Accountabilities


Ensure implementation, and support the sustainability of, campus and program level health and safety objectives. Consult and provide expertise to clients (academic and administrative) in the areas of health and safety. Identify institutional hazards and provide resolution recommendations to the Manager, Health and Safety. Assist in the development of appropriate health and safety standards and procedures relating to the workplace environment. Design, coordinate, conduct and ensure the delivery of health and safety training for Saskatchewan Polytechnic employees in COR programs compliant with regulatory requirements and best practices. Support COR academic program areas with the inclusion of health and safety in academic programming. Acts as a member of the Emergency Response Team in the implementation of the Saskatchewan Polytechnic Emergency Response Plan, as required. Ensures consistent application of health and safety processes across all campuses. Organize and lead regular safety meetings with staff and faculty to discuss and document concerns, share updates, promote awareness of safety practices and engage faculty and staff. Attend Occupational Health and Safety Committee meetings and Provincial Occupational Health and Safety Committee Meetings as required. Monitor preventative maintenance schedules for equipment and tools, assist in the identification of opportunities for continuous improvement regarding preventative maintenance processes. Ensure safety training and orientation for faculty and staff in COR programs are completed, emphasizing compliance with Saskatchewan OH&S regulations. Assist Health and Safety Managers in investigations of incidents and near-misses for COR programs. Ensure compliance with Certificate of Recognition (COR) standards, completing internal audits and supporting external audits and maintaining all necessary documentation. Utilize, assist in development and revisions in safety management software and tools effectively for reporting, tracking, and analysis. Working with the COR programs, develop, implement, and reinforce safe work procedures, practices and hazard assessments that apply to the COR programs. Conduct audits and assessments of Saskatchewan Polytechnic health & safety programs, practices, procedures and policies in the COR programs ensuring compliance with regulatory and best practice standards. Work with COR programs to develop hazard assessments and risk analyses for offices, shops, labs, and other training environments. Organize monthly worksite inspections in COR programs to identify potential hazards, ensure compliance with institutional health and safety standards, and provide recommendations for corrective actions. Ensure a positive, diverse and inclusive working relationship is fostered and maintained in interactions across all academic and operational areas.



Duties




Required Qualifications, Skills and Abilities (QSA)


1. Practitioners' certificate in occupational health and safety.
2. Three years experience working in a dedicated Health, Safety position with experience in preparing and conducting COR health and safety audits.
3. Ability to complete Leadership Excellence and COR Auditor training through the Saskatchewan Construction Safety Association within 3 months of employment.
4. Ability to learn how to use health & safety related software and be able to explain it to others.
5. Demonstrated understanding of a safety management system.
6. Good written and oral communication skills
7. Ability to juggle multiple high priority tasks
8. Excellent interpersonal skills
9. Ability to work as part of a team
10. Demonstrates valuing diversity
11. Travel required
