Job Description


:

In accordance with the Vision, Purpose, and Values, and strategic direction of Island Health (Vancouver Island Health Authority), patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to the Manager, Strategic Continuous Quality Improvement, the Consultant, Continuous Improvement, is responsible for facilitating continuous improvement initiatives across Island Health. The Consultant applies improvement methodology such as Lean, focusing on business critical applications for Island Health to bring about improved workflow leading to a higher level of service to clients and allocation of resources. The Consultant builds client capacity through continuous improvement education and training, as well as facilitating teams through the redesign process. Reviews business objectives and determines a method for effective implementation considering the organizational factors. The Consultant supports the ongoing development and implementation of best practices across Island Health.

QUALIFICATIONS:

Education, Training And Experience


A level of education, training and experience equivalent to a Masters degree in Business Administration, Health Administration or related discipline, plus a minimum of five (5) years recent related experience in a health care, manufacturing, quality or business environment. Proven track record with process re-design and workflow analysis resulting in measurable process improvements. Solid demonstrable background in continuous improvement. Lean Black Belt preferred.

Skills And Abilities

  • Broad knowledge of alternate business process engineering principles, practices and methods affecting an organization, program planning, evaluation and monitoring, principles and application of financial management, and research methods and techniques.
  • Knowledge of theory and application of health quality improvement principles and frameworks an asset.
  • Exceptional team facilitation skills and a demonstrated ability to lead a team to achieve goals and objectives.
  • Ability to build and maintain teams and relationships.
  • Demonstrated analytical problem solving skills to develop progressive, creative and innovative enterprise wide solutions.
  • Demonstrated application of data analysis techniques, including basic statistical analysis and process control techniques.
  • Superior oral and written communication skills to present and prepare concise analyses, reports and recommendations to multidisciplinary audiences, and consult individuals internal to the organization.
  • Demonstrated ability to teach, coach and mentor others outside of a line management structure.
  • Proven ability to influence others.
  • Demonstrated project management experience and ability to use word processing, Excel, Visio, database, graphical space layout, presentation and project management applications.
  • Personal time management mastery, including ability to schedule time to meet deadlines.
  • Self-directed and motivated, with demonstrated ownership over assigned responsibilities.
  • Ability to be adaptable and flexible to meet changing priorities and resource constraints.
  • Physical ability to perform the duties of the job.
