One of our major banking clients is looking for a Consultant - Client Data Management Governance (Financial Industry Exp.)
Length: 6 months contract with a possibility of extension
Location: Toronto, ON - Hybrid

JOB DESCRIPTION
The CDM team is responsible for driving the Capital Markets (CM) client reference data strategy, master data management operations, data analytics, delivering client data architecture, and managing the data governance framework.

Reporting to the Director Client Data Management Governance, Strategy & Data Analytics, the Governance Consultant contract role is responsible for creating the CDM Team Governance Framework to enable the Governance team to fulfill its mandate. The G&S team is responsible for the planning, monitoring, oversight, and enforcement of data governance over the management of client reference data assets. This includes:
Strategy -Defining, communicating, and driving execution of data strategy and data governance strategy
Oversight - Ensuring all CRDM data governance functional areas are following guiding principles
Policy - Setting and enforcing policies related to data management, quality, access, usage, and security
Standards and Quality - Setting and enforcing data quality and data architecture standards
Issue management - Identifying, defining, escalating, and resolving issues related to access, data quality, compliance, ownership, policy, standards and procedures

Data Management projects - Sponsoring initiatives to mature and advance reference data architecture and practices
More specifically, the Consultant will buildout the governance framework, liaise with client reference data stakeholders, create and document processes and support data remediation efforts. The Consultant will act as the central point of contact for business stakeholders, technology, and third-party data vendors. The Consultant will be a subject matter expert (SME) in matters related to data governance. The resource is expected to be strongly self-sufficient and solution oriented, managing competing priorities, and providing guidance to the CDM team and stakeholders as required.

KEY ACCOUNTABILITIES

  • Create Governance Framework for Capital Markets Reference Data
  • Create procedures of the operations team
  • Create governance document/regime for CRD/underlying data model
  • Create operational processes
  • Ensure compliance with any relevant regulatory compliance requirements
  • Write a governance framework for CRD data quality and CDM BAU operations
  • Develop a strategic framework for expansion of CRD use cases and capabilities
  • Act as the central point of contact for business stakeholders, technology, and third-party data vendors. Ensure client reference data is accurate, complete, and fit for purpose so that business and regulatory reporting needs can be met.
  • Act as a liaison with source system teams to develop client reference data quality rules and controls
  • Review data quality exception reports and liaise with source system teams as required
  • Create data quality controls
  • Create processes for the ongoing monitoring and testing of data quality exceptions
  • Create processes to monitor and test quality of incoming source system data. Provide business support to internal stakeholders
  • Liaise, facilitate, and support business processes and communications between the operations team, technology, source system teams, third-party data vendors, business group end users, and internal stakeholders
  • Represent CDM team on meetings with Technology and LOB teams to define future phases of CRD tool
  • Act as centralized point of knowledge for client reference data governance; provide guidance to stakeholders
  • Build relationships with business stakeholders, third-party data vendors, and data source system teams
  • Liaise with business stakeholders to drive data remediation, improve process, build data quality controls and minimize exceptions
  • Provide guidance and input on change initiatives
  • Responsible for creation of governance framework for data management processes and controls
  • Manage relationships with internal stakeholders during decisions related to CRD capability expansion

Investigate non-compliance to data standards and systemic issues
  • Manage and resolve governance issues as they occur
KNOWLEDGE:
  • Completion of an applicable university degree and/or relevant professional designation is required
  • 10+ years of relevant experience in a similar data governance role within the financial services industry
  • 10+ years of relevant experience with data management practices (data profiling, matching, cleansing, mastering, and exception management)
  • Project experience; experience delivering components of complex projects-
  • MORE FOCUSED ON DATA GOVERNANCE EXPERIENCE THAN PROJECT WORK
  • Experience in an operational data management and reporting function
  • Knowledge of Fenergo or similar client lifecycle management application is preferred
  • Knowledge of Capital Markets regulatory requirements would be an asset

  • Proven ability to collaborate and build strong relationships at all levels of the organization
