General Accountability



Reporting to the Construction Site Manager- the Construction Engineer is responsible for providing various technical, analytical, administrative, financial, and field functions to ensure the effective administration of construction contracts. The incumbent will assist in the management of construction projects within the Engineering, Construction and Expansion Group (ECE).

Key Job Functions


  • Review and interpret contract specifications and drawings, and inspect the work, materials and methods to ensure that the requirements of the contract documents are met in a safe and quality manner and completed in accordance with the contract documents.
  • Manage Submittals, Request for Information(RFI), Contract Changes (CC)and Change Directives (CD) , Site Specific Issues, Contract deficiency Reports (CDRs) and follow up on the resolution of the same
  • Participate in \xe2\x80\x98Big Room\xe2\x80\x99 meetings with Contractor/Design-Builder, Owner\xe2\x80\x99s Engineer, internal and external stakeholders, as and when required
  • Update/maintain Contract Drawings to capture as-built conditions and perform periodic audit on Contractor/Design-Builder\xe2\x80\x99s as-built drawings.
  • Ensure that construction work is performed in accordance with the Contract Documents including Plans, Specifications and approved Work Method Statements (WMS)
  • Review and ensure work is monitored according to established Quality Management Plan (QMP) and approved Inspection & Testing Plan (ITP) for contract compliance
  • Assist/participate in testing/commissioning of the systems and ensure system is fully functional.
  • Assist the Construction Site Manager with various reporting activities.
  • Organize and attend progress review meetings, prepare meeting minutes, and convene special meetings as directed/ required.
  • Assist in detailed schedule planning/analysis, construction claims analysis, constructability reviews, as well as the provision and administration of construction services and labour resource planning.
  • Review, analyze and comment on Contractor submissions on materials, claims, delays, change orders and monthly progress payments. Monitor the timeliness of the submissions to ensure that the work is not delayed by late submissions and approvals;
  • Review monthly Progress payments for accuracy and arrange for timely payment as per Ontario Construction Act.
  • Receive, analyze and recommend for approval Contractor Target Schedule.
  • Review, analyze and compare Monthly Schedule Updates to ensure that they comply with the approved Target Schedule, reflect the actual progress to date.
  • Liaise with various stakeholders to discuss project updates, resolve issues and provide solutions.
  • Assemble, prepare, complete and/or review various forms/reports, recommendations, site memoranda and other correspondence related to the work for senior management.

Education and Experience


  • Completion of a post-secondary college diploma or university degree in a related discipline (civil/mechanical/electrical engineering/architecture), combined with several years of experience in the inspection and administration of medium to heavy construction projects in an urban environment; or a combination of education, training and experience deemed to be equivalent.
  • Must be registered as a Professional Engineer in the Province of Ontario.


Additional Requirements


  • Requires a sound knowledge of construction management practices and principles, construction techniques and practices, including familiarity with construction laws, contract administration, contract inspection, change and claims management.
  • Strong knowledge of, and experience in specialized construction scheduling methods and analysis.
  • Sound judgement; good organizational, administrative, interpersonal, verbal communication, and technical report writing skills as well as excellent analytical and problem solving skills.
  • Knowledgeable in the Ontario Construction Act, Occupational Health and Safety Act, Regulations for Construction Projects.
  • Demonstrated tact and diplomacy to motivate and work with Contractors, Designers, End-Users, and fellow construction inspection staff.
  • Highly developed computer skills in spreadsheets and scheduling programs and word processing programs
  • A valid Province of Ontario Class G driver\xe2\x80\x99s licence and use of own vehicle required for visits to construction sites.
  • May be required to substitute for the Construction Site Manager or designate as needed.
  • Perform any other duties as assigned from time to time.
