The Comptroller for Health PEI (HPEI) is responsible for the financial transactions, accounting and financial reporting for a multi-faceted health care system including acute care and community hospitals, long term care, and community-based programs and services. This position supports the Chief Financial Officer by overseeing financial reporting and accounting functions including accounts payable, accounts receivable, physician pay, preparation of year end financial statements, including thorough analysis of operations, as well as overseeing operation of the health card registration system for the province.

Duties:



Provide advice and assistance to the Chief Financial Officer on financial matters. Provide oversight, direction and support to 36.0 FTE's working from several sites across the Island. Direct staff, arrange orientation and training, assign workloads, develop staff competencies, monitor quality and quantity of work. Establish and maintain up to date descriptions of program areas, objectives, policies, procedures, Meet with managers and directors to gain an understanding and provide recommendations on the financial implications of new programs and/or changes to programs. Provide advice and direction on ensuring transactions are completed in a manner that ensures optimal financial controls, reduces risk whenever possible, and ensures program staff are properly trained on processing financial transactions. Coordinate the financial plans and policies of the organization, its accounting practices and conduct of its financial affairs. Maintain an overall understanding of HPEI's programs and services to ensure consistency with HPEI's strategic plan and administrative policies. Gather, analyze, synthesize and prepare various summary financial information for inclusion in reports and briefing materials. Develop and establish standards for accounting procedures to ensure all funds, assets and liabilities are recorded and safeguarded. Analyze recommendations from auditors and developments in the field of professional accounting to proactively ensure HPEI's accounting processes and financial statements are in compliance with the appropriate legislation and accepted standards. Financial reporting including interim and year end financial statements and reports. Coordination of year end financial activities, including ensuring financial statements are prepared and audited with a clean audit opinion by the legislated deadline date. Liaison with the Province's Comptroller Office to ensure communication during yearend financial statement preparation, and to provide timely corporate information and analysis for consolidated Public Accounts. Provide leadership in conducting thorough analyses of operations. Meet with the Board of Directors' Audit, Risk and Planning Committee as required to report on financial statement preparation, internal financial controls, and review of auditor recommendations in their annual management letter; Review and analyze HPEI compliance with various CEO accountability measurements, as required by the Board of Directors. Liaison with Provincial Treasury and other departments/agencies to ensure consistent interpretation of Treasury Board policies and decisions on financial and administrative matters. Serve as a Health PEI representative on the Province's PeopleSoft Steering Committee, which provides direction on the development of the Province's Human Resource / Payroll system. Act as main contact with Workers Compensation Board for employer account, including analysis and reporting of insurable earnings, completing estimates of insurable earnings for the upcoming year, completion of annual employer return, and ensuring timely payment of employer premiums. Ensure appropriate financial management systems are developed/maintained. Ensure activities of the Medicare Services Office are conducted in accordance with HPEI's strategic plan Ensure appropriate resources are in place to ensure timely and accurate processing of work Monitor trends and key indicators to identify potential changes in workload volumes, and work with managers and ITSS to implement technological and other efficiencies to manage the workload. Identify emerging issues in transaction processing, and work with staff in Medicare, Medical Affairs, Finance and Human Resources to develop solutions to manage processes effectively. Monitor key indicators to ensure transactions are processed in a timely manner, and to identify pressures in workload. Develop policies related to internal controls over expenditure management, payment processing, accounts receivable and cash receipts. Develop and monitor key indicators to ensure that services are provided in a timely manner according to the office's mandate. Establish and maintain up-to-date policies, procedures and job descriptions for staff. Direct staff: arrange orientation and training when required, assign workloads, develop staff competencies, and monitor quality and quantity of work.

Minimum Qualifications:



University degree at the bachelor's level in Business Administration or related field is required Chartered Professional Accountant (CPA) designation is required Must have a thorough knowledge of current accounting standards as prescribed by CPA Canada and CPA's Public Sector Accounting Board Extensive financial management experience at a senior level is required, preferably within a large, multi-faceted organization Must have considerable knowledge and experience in using large accounting, financial management and payroll software systems Excellent organizational skills Excellent written and verbal communication skills Excellent interpersonal, leadership and collaborative skills Ability to plan and think strategically

Other Qualifications:



Knowledge of Oracle financial accounting systems, PeopleSoft payroll and human resource systems, and Microsoft Office applications would be considered assets Knowledge of CIHI MIS Standards for Canadian health care organizations would be an asset Knowledge of PEI Medicare eligibility requirements, and the Physician Services Agreement with the Medical Society of PEI would be considered assets Previous experience in health care organizations would be an asset

Salary Range:

$55.83 - $69.78 per hour (Level 26)

Bi-Weekly Hours: 75 Hours Bi-Weekly / Mon - Fri
