Position Overview
We are seeking an experienced Compliance Officer (CO) to lead and oversee the compliance program for a licensed Money Services Business (MSB) and Payment Service Provider (PSP). The role is responsible for ensuring compliance with FINTRAC guidelines, applicable legislation, and Bank of Canada requirements, including the Retail Payment Activities Act (RPAA). The successful candidate will maintain a strong culture of compliance across the organization while providing strategic regulatory leadership.
Reporting Line:
The CO reports directly to the Chief Executive Officer and provides regular updates to the Board of Directors.
What we need
? Assess, implement, and maintain a continuous compliance program aligned with MSB and PSP regulatory requirements in Canada and other applicable jurisdictions.
? Ensure the day-to-day responsibilities of the compliance function are carried out to maintain compliance with all applicable laws and regulations, including activities such as training, monitoring, reporting, policy and procedure management, and regulatory filings.
? Act in a supervisory capacity over the business to ensure operational controls complement the requirements set out in compliance policies and procedures.
? Maintain controls within the compliance function to assess the effectiveness of these business controls while preserving segregation of duties.
? Serve as the primary liaison with regulators, auditors, and other external stakeholders, ensuring timely and accurate reporting and communication.
? Provide ongoing reporting to the Board as required and maintain engagement with senior leadership on compliance matters.
? Stay current on evolving laws, regulations, and enforcement trends affecting MSB and PSP operations.
What you bring
? Minimum 8 years of progressive compliance experience within financial services, ideally in an MSB, PSP, or similar regulated entity.
? Strong knowledge of AML/ATF regulations, FINTRAC guidelines, Bank of Canada requirements, RPAA, and relevant payment services legislation, including provincial AML obligations.
? Demonstrated creativity and forward-thinking in solving complex compliance challenges, with the ability to balance regulatory requirements and business objectives.
? Proven ability to leverage technology in compliance operations, including hands-on experience with AML systems, sanctions screening tools, transaction monitoring platforms, and other compliance automation solutions.
? Track record of building and managing compliance frameworks in complex regulatory environments.
? Experience working with regulators and managing regulatory examinations.
? Excellent leadership, communication, and relationship management skills.
? Professional certification such as CAMS, CFCS, or equivalent is an asset.
