PURPOSE STATEMENT:
This position carries out inspection, investigation, and regulatory work related to the enforcement of municipal bylaws and regulations. Responsibilities include responding to public complaints, enforcing animal control and wildlife attractant bylaws, and ensuring the care and handling of impounded animals. The role requires strong public relations and customer service skills to resolve issues with tact, diplomacy, and confidentiality.
This position investigates and processes complaints of bylaw infractions, enforces regulations, assists other departments with enforcement, and explains and interprets bylaws to the public. The role also involves preparing reports and records, gathering evidence, and appearing in court as required.

MAJOR DUTIES AND RESPONSIBILITIES:
Bylaw Enforcement
Investigates complaints and/or contraventions of the City of Revelstoke regulatory bylaws.
Carries out enforcement and compliance procedures in accordance with City of Revelstoke Bylaws and Policies and as directed.
Regular interaction and educating the public.
Liaising with RCMP Revelstoke detachment, Conservation Officers, City Departments.
Communicating with relevant community agencies and businesses, such as Bear Aware, Chamber of Commerce, Revelstoke Transit, Community Connections Outreach, Veterinary Clinic etc.
Prepares and submits applications for warrants and assists in the preparation of documents for other court purposes.
Attends court when necessary.
Provides investigative support to other departments.
Animal Control
Daily care and feeding of impounded animals.
General maintenance and upkeep of pound facilities and city vehicle.
Provide Incident Reports of events of a significant nature. (e.g. aggressive/ dangerous dog attack, personal safety and security, injured dog at large (DAL), incidents that may be significant in nature, court/police action, bear incident, Conservation Officer action, criminal safety issues.)
Conduct mobile and foot patrols.
WORKING WITH OTHERS:
Works primarily independently and occasionally as part of a team. Frequently liaises with supervisor, other team members, external agencies and judicial agencies. Interacts frequently with the public and occasionally with victims of crime.
KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge of inspection and investigative work.
Able to quickly acquire a superior knowledge of the bylaws and regulations of the City of Revelstoke.
Knowledge of the applicable sections of the Local Government Act and Community Charter, Offence Act, Criminal Code, Evidence Act, Bylaw Enforcement Ticket Regulations and Provincial Statutes.
Knowledge of Animal Diseases Control.
Knowledge of Animal Welfare and Humane Procedures.
De-escalation skills.
Ability to work independently with minimal supervision.
Excellent written and verbal communication skills.
Knowledge of W.C.B. Regulations and City of Revelstoke safety policies
Ability to exercise courtesy, tact, and diplomacy in the exchange of information with other city employees, contractors, partner agencies and organizations, as well as members of the public.
Read and interpret maps, legal documents, and bylaw regulations with accuracy.
FINANCIAL RESPONSIBILITIES:
None.
WORK ENVIRONMENT:
The Bylaw Compliance Officer works both in an office setting and outdoors in all weather conditions. The role involves frequent interaction with the public, including handling difficult or confrontational situations. Collaboration with various agencies is required. The position also includes responsibilities related to animal control, which may involve handling stray or aggressive or dangerous animals. Weekend and evening hours may be required.
EDUCATION, TRAINING, AND WORK EXPERIENCE:
Highschool Diploma or equivalent
One (1) year experience in bylaw enforcement.
Experience in animal handling and restraint.
Experience handling livestock and poultry.
LICENSES / CERTIFICATIONS:
Bylaw Compliance, Enforcement and Investigative Skills course (Levels 1 & 2).
Animal Control Basic Training Program from a recognized institution.

+ Provide a satisfactory Police Information Check
+ British Columbia Class 5 Driver's License or equivalent.
